It was felt the Library Board should try and secure additional money <br />from the Town of Hillsborough. <br />On page thirty-five (35), Code #0,012,000, Fuel, discussion ensued.concerning <br />the expected zise in fuel casts and the number of vehicles that would be added duzing <br />the next budget year. Therefvre,it was agreed that the fuel appropriation should be <br />increased by fa.ve thousand ($5,D00.00) dollars. <br />On Page forty-three (A 3), Register of Deeds, Miss Hayes advised the Board that <br />__ if the Manpower Bill now in Congress did not pass then she would need two thousand <br />($2,000.00) dollars additional monies appropriated to the Personnel Account. <br />On page forty-nine (49), the Sheriff Department, Commissioner Pinney stated <br />that he and Sheriff Knight had discussed the fact that Orange County was not receiv- <br />ing any real benefits from their association with the Law and Order Enforcement <br />Committee and that they would like.to use the Sheriff's portion of the membership <br />fee to the Triangle J Council of Governments for the purpose of supplementing and/or <br />raising the starting salaries of deputies and to increase the Dispatcher's salary to <br />seven thousand two hundred ($7,200.00) dollars. Discussion ensued. No action was <br />taken on Commissioner Pinney's suggestion. <br />Code #0,013,800, Liability Insurance, two thousand ($2,OOD.DO) dollars was <br />transferred to the Personal Support Fund. <br />On page sixty-two under Mental Health, it was decided to transfer fifteen <br />thousand ($15,OOD.00) dollars. <br />On page sixty-six, Code #0,074,002, School Capital Outlay, it was decided that <br />this appropriation should be increased to two hundred thousand ($2D0,000.00) dollars <br />and that the Social Services Department would be requested tv deduct the five (5) per- <br />cent pay raises that had been included in the budget figures. <br />On page sixty-eight (68) it was decided that the"Liability Insurance of forty- <br />eight hundred ($4,600.00) dollars would be added to a category under Personnel Support <br />Costs. <br />On page eighty (80) Commissioner S4hitted stated that he felt that the School <br />Capital Outlay Fund of two hundred thousand ($200,000.00) dollars should not continue <br />to be shown in the Revenue Sharing Fund and that it should be transferred in order to <br />better reflect the true budget picture. Discussion ensued. <br />On page one hundred and six (106) it was agreed that the Fund Balance should be <br />changed from fifty thousand ($50,000.00) dollars to sixty thousand ($6D,000.DO) dollars. <br />Commissioner Walker made a motion tv adjourn. The motion was seconded by <br />Commissioner Pinney. <br />Chairman Garrett called for the vote. Commissioner walker and Pinney voted aye. <br />Commissioners Garrett, Gustaveson, and Whitted voted nay. <br />Chairman Garrett stated that the motion had failed and that the Board should <br />continue the budget deliberation. <br />The Board then reviewed the deletions and additions that had been made. <br />Further discussion ensued. <br />Commissioner Walker moved for adjournment. The motion was seconded by <br />Commissioner Pinney. <br />All members voted aye.
