;r--.. - - ... <br />f- /~, <br />Patti Pattock spoke in favor of the Day-Care Center and for the expanding of the <br />number of positions currently funded for Day-Care Services. She stated that there were <br />not enough people to do the jobs that needed to be done. <br />John Wol£ urged the Board to adopt the proposed budget as presented by the two <br />Schpol Units. <br />Chairman Garrett inquired if there were any other persons present who wished to <br />comment on the Proposed 1975-1976 County Budget. No one came forth to speak. Chair- <br />man Garrett then declared the 'Public Hearing adjourned and announced that the Board <br />would reconvene in the Commissioner's Roam for budget deliberation. <br />Chairman Garrett informed the Board that she had been contacted by Gretchen Dunn, <br />Chairman of a Sub-Committee for the Orange County Bar Association, and that Ms. Dunn <br />had requested permissicn to appear before the Board to make a presentation in behalf <br />of the Bar. <br />It was agreed that the Board would hear the Sub-Committee of the Bar on Friday, <br />June 13, 1975, at 7:30 p.m. <br />Commissioner ?shitted brought to the attention of the Board that the General <br />Assembly was proposing to cut funds that had been designated to Mental Health. <br />Discussion ensued. <br />Upon the motion of Commissioner Whitted, seconded by Commissioner Gustaveson, <br />it was moved and adopted that Ilse Clerk contact the Orange County Delegation and <br />request that they oppose any appropriation cuts designed for the Mental Health Pro- <br />gram and that th,gy also oppose all cuts that would effect funding to local government. <br />Chairman Garrett recognized Tom Ward, Social Service Director. Mr. Ward presented <br />a Line Item Budget request to the Board. <br />(For copy of the social Service Budget Request see Minute Docket Book #8, Page ) <br />Discussion ensued between Mr. Ward, representatives of the Daycare Center, and <br />the Board concerning Title XX. It was agreed that until State guidelines were received <br />no one knew exactly what to expect from Title XX. <br />Chairman Garrett presented the following letter from Chester Kendzior, Jr., and <br />requested that it be entered into the-record. <br />"It has come to our attention that recently enacted federal. legislation, the <br />Title XX Amendments to the Social Security Act offer a major new opportunity to <br />~ serve children and youth. <br />The Governor and his Policy Council are.at work this week revising the final <br />draft of the State Plan of Services fox Title XX. It should be available for <br />inspevtion on July 1. <br />The Chapel Hill Board of Aldermen and the staff of the town as well as <br />service providers and interested citizens and clients of social services <br />would appreciate your setting up a meeting at which time mandated services, <br />eligibility, fee scales, and contracting might be explained and, discussed. <br />Hopefully, state policy planners would enlighten us as to'the potential for <br />new services and increased numbers of citizens who may be, served because of <br />new regulations. <br />Finally, we encourage the Orange County Board of Commissioners to set aside <br />sufficient funds in the budget now under consideration so as to take advant- <br />age of the maximum day care services possible under the new eligibility criteria. <br />Thank you for your consideration in this matter." <br />Chairman Garrett recognized SVayne Weston, Recreation Director. <br />Mr. ?9eston reviewed his plans for instituting a complete recreational program <br />for the County. Be filed a "Budget Justification Statement." Discussion ensued <br />concerning the types of program, methods of contacting citizens and the general <br />operation plans for this department.
