1 <br /> APPROVED 11/18/2008 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> October 21, 2008 <br /> 7:30 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, October <br /> 21, 2008 at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners Valerie <br /> P. Foushee, Alice M. Gordon, and Mike Nelson <br /> COUNTY COMMISSIONERS ABSENT: Moses Carey, Jr. <br /> COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill <br /> COUNTY STAFF PRESENT: County Manager Laura Blackmon Assistant County <br /> Managers Willie Best and Gwen Harvey and Clerk to the Board Donna Baker. <br /> NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br /> AGENDA FILE IN THE CLERK'S OFFICE. <br /> 1. Additions or Changes to the Agenda <br /> The lavender sheet was a revision for item 10-a, Adult Care Home Community Advisory <br /> Committee — New Appointment. The yellow sheet was related to item 6-b, Diane Chappell — <br /> Appeal of Minor Subdivision Application. <br /> Chair Jacobs said that the County Commissioners were sent an email about adding an <br /> item to the agenda tonight because of a State deadline, but after a conversation with a member <br /> of the Department of Transportation this afternoon, there is still time to consider this issue, which <br /> will be on the November 6th agenda. <br /> PUBLIC CHARGE <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Rev. Robert Campbell thanked the Board of County Commissioners and asked if the <br /> Eubanks Road site was officially off the list of possible sites for the transfer station. <br /> Chair Jacobs said that the County Commissioners identified three sites that they will <br /> pursue, but it is always possible to go back to the other seven sites on the list. The Eubanks <br /> Road site is not currently on the table, but it was one of the four that was eliminated. <br /> Rev. Robert Campbell encouraged the County Commissioners to continue to listen to the <br /> community and do things in good faith. <br /> Lynette Hartsell is from the Friends of Lake Orange and presented a petition regarding <br /> the management of the water levels at the lake. She asked that this material be made a part of <br /> the minutes. There are two issues. One is the installation of 21st century equipment that will <br /> properly monitor the release of water from Lake Orange. Currently, the management of the <br />
