.~ <br />.. <br />In the Capital Outlay area they must have $681,500. next year for survival. <br />They presently have 5310,000 of their next years Capital Outlay committed tv the <br />completion of the Grady Brown SChocl.. They will need about $300,000. to continue <br />maintenance, repair and upkeep of the existing school plant. <br />Mr. Williams stated he felt that replacement of the Efland School facility <br />should be the number one pxiority for the County in the immediate future. Anew <br />facility here is estimated to cost at least $1,000,000. The Board of Education <br />hopes to be able to accumulate at least $500,000. capital annually to apply towards <br />this project in the 1976-1978 fiscal years. <br />In a general review of the Current Expense Budget, the Superintendent pointed <br />out that the County was going to lose at the end of this year four teachers from the <br />__ State allotment, three of these teachers being in the elementary area and one in the <br />high school exec. <br />Chairman Gaxzett then asked if anyone in the audience desired to speak about <br />the County Unit's budget. Mr. John Wolf replied that he and a group of teachers <br />were interested in the supplement for teachers issue. <br />Mx. Williams responded that the Board of Education had written the Board of <br />County Commissioners requesting they hold a special .election on the supplementary <br />tax issue. <br />Mr. Wolf explained the position of the teachers concerning a teacher supple- <br />.. ment and presented a pxoposal outlining a defini:.te salary supplement policy that <br />would cost $96,900 annually. <br />The Chairman advised Mr. Wolf the Board of Commissioners would pursue this <br />issue with the Board of Education at a future joint meeting. <br />Mr. Scott pointed out that since 1960, the County had provided through Capital <br />Outlay Appropriations yr bond issue 59,402,399.tc the Ghavel Hill Unit for Capital <br />purposes and only $7,203,379. to the County Unit. This disparity in Funding is one <br />reason why the Efland School building is in service today. <br />At the conclusion of the budget discussion the Boards of Commissioners and <br />Education convened jointly to make an appointment to the County ABC Soard. <br />Chairman Garrett opened the session by saying the floor was open for nomina- <br />tions tc the County ABC Board. <br />Mx. H. G. Coleman nominated Dr. H. W. Moore. <br />Mr. Jan Pinney nominated Mr. Tom Bacon. <br />Commissioner Norman Walker moved nominations be closed. <br />Chairman Garrett called fox a vote and Dr. Moore received six votes. <br />Mx. Bacon received four votes. <br />Chairman Garrett then declared Dr. Moore the appointee. <br />The joint session then adjourned. <br />The Board of Commissioners continued in session. <br />Mr. Walter Wren, Veterans Service Officer, reviewed with the Commissioners <br />the functions of his office and its proposed budget for the coming year. <br />Dr. O. D. Garvin reviewed with the Board of Commissioners the present situa- <br />tion within the Health Department. Their budget proposal for the coming year does <br />not reflect a replacement for Dr. Garvin when he retires. Dr. Garvin carried a full <br />medical load and performed only general supervision of administrative functions. <br />What the Health Department always lacks here is medical personnel, especially doctors. <br />Sufficient administrative personnel are usually available to carry the necessary <br />administrative load.. Dr. Garvin is of the opinion that the department can function <br />,. during the coming fiscal year if federal and state financial support continue at <br />their present level. However a serious problem does exist. At pxesent the depart- <br />ment has three doctors on its staff, Dr. Gaxvin, Dr. Fuller and one other physician. <br />nx. Garvin will be retiring on June 30, and in the Fall one of the two remaining <br />physicians will be leaving the department fox additional schooling. This will leave <br />the department wit`1 only one physician on its staff unless another can be.located. <br />Chairman Garrett stated she had been informed that Orange County did not receive <br />all the services some other member counties in the district received. Dr. Garvin <br />_ replied this was not quite correct. As a matter of practicality the department <br />offers only those services that can be followed up by local physicians. Since the <br />local physicians' interest and availability dictated what .they can do this has some <br />bearing on which services the department is able to offer. At any time it is practi- <br />cal the department will offer in Orange County the same services it offers elsewhere. <br />pr. Garvin stated he .had found that in Person, Caswell and Chatham Counties follow <br />up services by local physicians are sometime better so he can on some occasions <br />offer a more complete program there.
