The <br />effect is that considerable C & D materials are now <br />required to be placed in the County Municipal Solid <br />waste ~MSw~ landfill using valuable space, raising <br />costs, and creating operational difficulties for field <br />supervisors. Far many years the State did not apply a <br />~. <br />rigid interpretation and related enforcement. Orange <br />County, while fully .compliant, maintains this rule is <br />expensive, unnecessary, and detrimental to waste <br />reduction goals. The cost of lasing ~ m.onths of <br />capacity in the MSw landfill due to the shift of CAD <br />materials is estimated at $240,000 per month or a total <br />of $720,004. Moreover the increased cost to the Solid <br />waste Sanitation Division for delivering C & D life <br />
