The governing body shall certify to the Council the names of its delegate and alternate prior to the first Council meeting after June 30 of each year. Only an individual who has been duly appointed and certified to the Council as a delegate or as an alternate delegate may be permitted to vote on any matter. All delegates to the Council shall have demonstrated an interest in the development of Region J. Article VIII Quorum and Voting Requirements is rewritten to establish a majority of the delegates as a quorum for normal business of the Council by substituting the words "A majority" for the words "one quarter(~S)" in the first line of section 1. The last sentence of Section 2, Article V2I2, is stricken as being un- necessary. These amendments shall take effect when they shall have been adopted by at least two thirds of the member governments in the Triangle J Council of Governments or ` on July 1, 1975, whichever date is later. A preliminary subdivision plat of James T. Farrington located in Chapel Hill Town- ship. This property is situated off SR 1945, between NC 54 and Antioch Road. The 11 acre tract consist of 7 lots with a cul-de-sac. The plat was approved unanimously by the Planning Board on May 19, 1975. Commissioner Whitted made the oration that this preliminary plat be approved. The motion was seconded by Commissioner Pinney. Vote: 5 Ayes; Nays 0. Chairman Garrett declared the motion passed. Item #2 A final subdivision plat of "Green Hill" in Eno Township. This property, owned by Terry Woods is located off 9R 1562, North of US #70. The 10 acre site consist of 9 lots with a cul-de-sac. The preliminary plat was approved by the Board of Commis- sioners on April 7, 1975.: This approval was made subject to the placing of lot size indications on the plat. The final plat was approved unanimously by the Planning Board on May 19, 1975. Commissioner Pinney made the motion that this plat be approved subject to Highway entry permits from the Hoard of Transportation. The motion was seconded by Commissioner Whined. Vote: Ayes 5; Nays 0. Chairman Garrett declared the motion passed. Stem #3 A preliminary plat for Sohn M. [Voods on property in Eno Township. This property lies off SR 1553 close to the New Sharon Road. It is a division of one lot into two and a road dedication. The Planning Board gave unanimous approval for this plat on May 19, 1975. Commissioner Pinney made the motion that this preliminary plat be approved. The motion was seconded by Commissioner NThitted. Vote: Ayes 5; Nays 0. Chairman Garrett declared the motion passed. Item #4 A preliminary plat of "Popular Ridge, Section II" in Eno Township. This property is located off US #70 close to Lawrence Road. It consist of appromi- mately 30 acres and is a continuation of "Popular Ridge" which was approved by the Board of Commissioners February 4, 1975, with two variances. The first variance was that a oul-de-sac was Langer than recommended by the Ordinance. The second variance was that the builders would like to pave the road to State specifications.
