/ l _i <br />"WHE13EA5, the Chapel Hill School Soccer Team won the Soccer Championshup of <br />the State of North Carolina for two of the past three years; and, <br />WHEREAS, the 1974-1975 team completed its season undefeated; and, <br />WHEREAS, because of this record, these fourteen young men and theiz coach, <br />Jae Hodgson, have been invited to participate in a three-week tour of Poland <br />beginning June 16th; and, <br />WHEREAS, the team will be playing numerous Polish Soccer Teams, noted through- <br />out Europe and the World for their excellent football; therefore, <br />The Orange County Board of Commissioners do hereby declare June l6, 1975, to <br />~ be Chapel Hill Soccer Team nay; and further, <br />On behalf of all the residents of Orange County, the Commissioners do hereby <br />wish the team; <br />'GOOD TRIP, GOOD SPEED, GOOD FOOT, AND SAFE RETURN.' <br />Chairman Garrett presented the Proclamation to Mr. Joe Hodgson, Coaeh of the <br />Chapel Hill High School Soccer Team. <br />Chairman Garrett referred to Item #6 on the Agenda: (The Durham-Orange Manpower <br />Council presented the Durham-Orange Manpower Plan for 1976). <br />Howard Lee, Mayor of Chapel Hill and who serves as Vice_Chairman of the Manpower <br />Council and Mayor Fred Cates of Hillsborough were present. Also present were L. M. <br />Wright, Director of the Durham-Orange Manpower Consortium; Roland Austin, Program <br />Operation Director; L. G. Holleman, Director of the Durham-Orange Manpower Consortium; <br />and Roosevelt Warner, Orange County Coordinator. <br />Chairman Garrett announced that this was the time and place for the Public <br />Hearing on the Durham-Orange Manpower Consortium. Mr. Holleman introduced Mr. L. M. <br />Wright. <br />Copies of the Durham-Orange Manpower Consortium Budget for Fiscal Year 1976, <br />were filed with the Board. Mr. Wright reviewed the proposed Manpower Program. <br />Discussion ensued between representatives of the Manpower Council and members of <br />the Board. <br />Chairman Garrett inquired if anyone wished to speak on the proposed Manpower <br />program. Mayor.Lee and Mayor Cates spoke in favor of the program and sighted <br />benefits that had been derived fluxing the past year by the towns and other areas of <br />the community. <br />Upon motion of Commissioner Gustaveson, seconded.by Commissioner Whitted,, it was <br />moved and unanimously adopted that the County accept the Durham-Orange Manpower <br />Consortium Budget for Fiscal Year 1976. <br />Mayor Lee advised the Board that he would be stepping down as Vice-Chairman of <br />the Durham-Orange Manpower Council and he wanted the Board to be appraised of his <br />intentions so that they could be considering someone to replace him prior to the end <br />of his term. <br />Chairman Garrett referred to Item #2 on the Agenda: (Selecting of ten members <br />to the Health Task Force). <br />Chairman Garrett nominated George Harris and Nancy Coleman. <br />Commissioner Whitted nominated Elizabeth Brooks. <br />Commissioner Walker nominated Gray Clark and Max Kennedy. <br />Commissioner Pinney nominated Marion Woods and Lou Scott. <br />Commissioner Gustaveson nominated Commissioner Whitted and Commissioner Whitted <br />nominated Commissioner Gustaveson. <br />Upon the motion of Commissioner Walker, seconded by Commissioner Pinney, it was <br />moved and adopted that the nominations be closed. The Board agreed that additional <br />persons should be named to the Health Task Force, action was deferred. <br />Chairman Garrett referred to Item #3 on the Agenda: (Consideration of a resolu- <br />tion authorizing a change in the charter of Triangle J Council of Governments.) <br />Chairman Garrett explained that the intent of the change in the Charter is to <br />allow each governmental unit a delegation of two persor-~ one primary delegate and <br />one alternate delegate. Each delegate shall be selected by name by the governing <br />body and his name shall be certified to the Council. Each primary c~alegate shall <br />have primary responsibility for representing his governmental unit at all Council <br />meetings and actions. Only one delegate may represent his governmental unit, while <br />both primary and alternate delegates may attend regular or called meetings. The <br />term of office of each primary and alternate delegate shall commence upon date of <br />his appointment to the Council and continue at the pleasure of the governing board, <br />un1e55 the delegate shall resign or cease to be elected.
