A resident of SR 1368 inquired as tc why Loop Road, referring to Will Wade Loop, could not be paved. She was informed that a Public Hearing on road matters would be scheduled in the near future and that.-she should appear at that time to make her inquiries. Commissioner Whitted reviewed the request of Mabel Chavious concerning a drainage problem onto her property and he further stated that Mr. Burley Long of Highway #70 was also experiencing a drainage problem. Discussion ensued between Mr. Watkins, the Board and variovs other citizens as to the policy of the Highway Commission concerning drainage problems. Mr. Watkins explained that the Board of Transportation took the position that they could not .be responsible for the natural water flow and therefore each drainage problem must be investigated in order to determine the cause of the problem. xe promised, however, to investigate the two matters that had been discussed. Commissioner Gustaveson questioned Mr. Watkins on the matter of widening the shoulders on xomestead Road as the road was being used frequently by citizens and students riding bicycles. Discussion ensued concerning the new road that the Board of Transportation plans to construct that would connect with Homestead Road. Mr. Watkins stated thathe felt traffic problems would be decreased when the proposed road was completed. Ftowever, the Board of Transportation now has a Bicycle Depart- ment and if the Board wished to pursue the matter of cyclist and bike trails then this Aepartment should be contacted. The Clerk was instructed to write Mr. S. H. Jones, Divisional Engineer in Graham, N. C. Chairman Garrett referred to Item #8 on the Agenda: (Amendment to 1974-1975 budget of Chapel Hill-Carrboro City Schools to reflect expenditures of federal funds allocated directly to unit.) The following Resolution and letter were presented: "The Chapel Hill-Carrboro Board of Education requests an amendment to its Capital Outlay and Current Expense Budget for 1974-75. This amendment re- quires no additional county funds but will authorise the expenditure of additional revenues received by the Board of Education. This amendment would incorporate into the 1994-75 budgets the following additional revenues: Capital Outlay Federal Funds from the Vocational Ed. Act $ 4,666.09 Interest Eazned 4,000.00 Sale of School Property 450.00 Audit Error on Carry over 751.62 State Building Fund (Bond Money) 142,910.00 These Funds will be used in the following projects: 1. The State Building Fund is for the Ephesis elementary School Addition. 2. The federal funds will be used toward the purchase of vocational equip- . ment. 3. The remaining funds will be usQd toward the purchase of the two addi- tional schoel busses which we had in our initial budget request. We under- estimated the cost by $6,OOp.00. Current Expense Aistrict Tax $ 27,797.9$ Rent of Property 1,350.00 Driver Education Program 4,D 32.69 Tuition 4,OOO.D0 Vocational Ed. Act Federal Funds 4,936.00 ASC Funds 10,000.00 Impacted Axes Funds 6,504.00 These funds will be used in the following projects: 1. The State. and Federal funds for Driver Education and Vocational Education are restricted for these areas and are self-explanatory. 2. ABC funds are restricted and used to employ a teacher in the area r of Alcohol Education. 3. The additional revenues listed totaling $39,651.98 we hope to use as carry over for the 1975-76 budget year.
