A resident of SR 1368 inquired as tc why Loop Road, referring to Will Wade <br />Loop, could not be paved. She was informed that a Public Hearing on road matters <br />would be scheduled in the near future and that.-she should appear at that time to <br />make her inquiries. <br />Commissioner Whitted reviewed the request of Mabel Chavious concerning a drainage <br />problem onto her property and he further stated that Mr. Burley Long of Highway #70 <br />was also experiencing a drainage problem. Discussion ensued between Mr. Watkins, the <br />Board and variovs other citizens as to the policy of the Highway Commission concerning <br />drainage problems. <br />Mr. Watkins explained that the Board of Transportation took the position that <br />they could not .be responsible for the natural water flow and therefore each drainage <br />problem must be investigated in order to determine the cause of the problem. xe <br />promised, however, to investigate the two matters that had been discussed. <br />Commissioner Gustaveson questioned Mr. Watkins on the matter of widening the <br />shoulders on xomestead Road as the road was being used frequently by citizens and <br />students riding bicycles. Discussion ensued concerning the new road that the Board <br />of Transportation plans to construct that would connect with Homestead Road. Mr. <br />Watkins stated thathe felt traffic problems would be decreased when the proposed <br />road was completed. Ftowever, the Board of Transportation now has a Bicycle Depart- <br />ment and if the Board wished to pursue the matter of cyclist and bike trails then <br />this Aepartment should be contacted. <br />The Clerk was instructed to write Mr. S. H. Jones, Divisional Engineer in <br />Graham, N. C. <br />Chairman Garrett referred to Item #8 on the Agenda: (Amendment to 1974-1975 <br />budget of Chapel Hill-Carrboro City Schools to reflect expenditures of federal <br />funds allocated directly to unit.) <br />The following Resolution and letter were presented: <br />"The Chapel Hill-Carrboro Board of Education requests an amendment to its <br />Capital Outlay and Current Expense Budget for 1974-75. This amendment re- <br />quires no additional county funds but will authorise the expenditure of <br />additional revenues received by the Board of Education. This amendment <br />would incorporate into the 1994-75 budgets the following additional revenues: <br />Capital Outlay <br />Federal Funds from the Vocational Ed. Act $ 4,666.09 <br />Interest Eazned 4,000.00 <br />Sale of School Property 450.00 <br />Audit Error on Carry over 751.62 <br />State Building Fund (Bond Money) 142,910.00 <br />These Funds will be used in the following projects: <br />1. The State Building Fund is for the Ephesis elementary School Addition. <br />2. The federal funds will be used toward the purchase of vocational equip- <br />. ment. <br />3. The remaining funds will be usQd toward the purchase of the two addi- <br />tional schoel busses which we had in our initial budget request. We under- <br />estimated the cost by $6,OOp.00. <br />Current Expense <br />Aistrict Tax $ 27,797.9$ <br />Rent of Property 1,350.00 <br />Driver Education Program 4,D 32.69 <br />Tuition 4,OOO.D0 <br />Vocational Ed. Act Federal Funds 4,936.00 <br />ASC Funds 10,000.00 <br />Impacted Axes Funds 6,504.00 <br />These funds will be used in the following projects: <br />1. The State. and Federal funds for Driver Education and Vocational <br />Education are restricted for these areas and are self-explanatory. <br />2. ABC funds are restricted and used to employ a teacher in the area <br />r of Alcohol Education. <br />3. The additional revenues listed totaling $39,651.98 we hope to use <br />as carry over for the 1975-76 budget year. <br />If additional information is needed or if you wish ma to present this request <br />personally, T shall be happy to do so. <br />tae shall need a written confirmation of this action in order to keep our <br />records in order. <br />Thank you for your help." <br />
