-530 <br />RESOLUTION CREATING A SPECIAL TASK FORCE ON COMMUNITY HEALTH IN ORANGE COUNTY <br />I <br />I. Statement of Purpose <br />Health - related programs at the local, regional, state and federal levels are <br />multiplying with increasing complexity, and the Orange County Board of Commissioners <br />is faced with more and more decisions related to these programs - decisions which <br />affect the health of the Orange County community. <br />In order to help set priorities which are congruent with community health needs <br />and to make responsible decisions concerning effective and comprehensive services <br />in the County, the Orange County Board of Commissioners hereby creates a Special <br />Task Force on Community Health. <br />II. Objectives <br />A. To assess the status of community health and community health behavior in <br />Orange County; <br />B. To assess community health needs in Orange County; <br />C. To describe and evaluate the effectiveness of current community health <br />policies, programs and services designed to meet these needs; <br />D. To make recommendations to the Orange County Board of Commissioners <br />relating to modification of policies, programs and organization and <br />delivery of services in community health so that needs may be better met; <br />E. To work for implementation of the recommendations to promote appropriate <br />change; <br />F. To formulate other objectives, undertake further assessment activities <br />and make additional recommendations in areas which would also assist the <br />Orange County Board of Commissioners in policy and decision - making in <br />community health. <br />III. Methods <br />A. Identify all available data relating to community health in Orange County. <br />and evaluate their relevance for assessing current community health needs; <br />B. identify and /or undertake new studies which may be needed in order to <br />answer specific questions and /or provide current data for the Task Force. <br />C. Consult with the following: <br />1. State Department of Human Resources, Division of Health Services <br />2. State Department of Air and Water Resources <br />3. Triangle J Council of Government <br />4. health Planning Council of Central North Carolina <br />5. Director and Staff of District Health Department <br />6. District Health Board ' <br />7. Institute of Government <br />8. UNC -CH - appropriate professional schools and departments <br />9. Other health agencies in Orange County <br />10. Other agencies and departments at the local, county, regional <br />and state levels <br />11. Community associations and groups. <br />D. Hold public.hearings in several locations throughout the county for the <br />purpose of insuring maximum citizen input; <br />E. Engage in other activities deemed appropriate by the Task Force to <br />collect and evaluate information relating to community health needs <br />and resources in Orange County. <br />IV. Recommendations of the Task Force <br />A. A preliminary report from the Task Force will be submitted to the Orange <br />County Board of Commissioners during December, 1975. <br />B. A final report, summarizing the work of the Task Force as it relates to <br />the six objectives including recommendations for action, will be sub- <br />mitted to the Board no later than March 15, 1976. <br />V. Organization of the Task Force on Community Health <br />A. The Task Force will consist of 15 members: <br />- 2 members appointed by each Commissioner <br />- 2 members appointed by the Task Force <br />- 2 Commissioners appointed by the Board of Commissioners. <br />B. The Chairperson of the Task Force will be appointed by the Orange <br />County Board of Commissioners. <br />C. The Task Force may appoint sub - committees as needed, composed of <br />Task Force members and /or non- members." <br />Commissioner Jan Pinney offered a second to the motion of Commissioner <br />Richard Whitted. <br />Vote: ayes 57 may. <br />
