u~i <br />Based upon preliminary discussions with the Department of Environment and Natural <br />Resources (DENR), Waste Management Division, permitting of this type of diver- <br />sion/landfilling operation is not specifically addressed under the current solid waste <br />management regulations and may require a thorough internal review of the law and <br />administrative code to establish fmal permitting and approval requirements. The nature <br />of this operation also poses unique permitting considerations for the Town of Chapel Hill <br />(based upon the County's preliminary discussions with Town Staff). Therefore, if the <br />Board of County Commissioners wishes this option to be given further consideration, a <br />more detailed design of the proposed operation would have to be developed and <br />presented to DENR and the Town of Chapel Hill for their review and determination of <br />final permitting requirements. <br />2.® C®NCI.l~S101+1 <br />It is recommended that the County approach landfill contingency planning from a capacity <br />management perspective and implement various contingency options based upon remaining <br />landfill capacity and transfer station implementation schedule.
