--- - <br />separation would allow loading of waste into a transfer trailer with an excavator or front- <br />end loader. The actual tonnage of waste diverted on any given day would be a function <br />of operating conditions. Various operating conditions will favor diversion of the waste <br />stream or on-site landfilling. For instance, inclement weather conditions will generally <br />favor landfilling while normal weather conditions will typically favor diversion. <br />Diversion requirements will also be governed by capacity management goals, (i.e., <br />maintaining a specified landfill capacity reserve based upon the transfer station <br />implementation schedule). The combined landfill and temporary diversion operation <br />would be discontinued and .closed when the proposed transfer station becomes <br />operational. <br />All environmental control measures would be maintained in accordance with regulatory <br />requirements currently prescribed under the existing Landfill Operations Permit during <br />operation of the proposed diversion/landfilling operation. <br />One primary benefit of this option is the ability for the County to maintain MSW tipping <br />fee revenues during the period of diversion as opposed to Option 2 where the entire <br />revenue stream would be lost. The other benefit is to avoid the additional hauling costs <br />to the out-of-county facilities per Option 2.
