The financial impact of this option to the County would be the loss of the entire MSW
revenue stream to the County's enterprise fund and the additional direct haul costs
incurred by all the partners and private haulers for transporting the waste to an out-of-
county transfer station. A summary of the estimated monetary impact is presented in the
following table:
OPTION 2
Cost Impact Summaryt'~
Off-Route Haul Costs~1(Additional Cost Increase) ~ $48,700 ~ Cumulative total for all jurisdictions
~~ MSW Tipping Fee Revenue (Lost Revenue) ~ $232,800 I Lost revenue to County II
Out-of-County Transfer, Haul, and Disposal Tipping
Fee~3> (New Cost)
Cost to County (Lost Tipping Fees, and the Additional
Off-Route Cost and Transfer Station Tipping Fee for
that portion of the waste stream collected by the
County)
$204,300 Cumulative total for all jurisdictions
including privates _
$292,300 County cost including lost MSW tipping
fees, recycling/sanitation-additional off-
route hauling costs, and out-of-county
transfer station (transfer, haul, and
disposal) tipping fee for County
collected waste
~~~ Cost expressed in terms of $2011
~2~All Jurisdictions
c3) Entire waste stream including privates
As in the case of Option 1, the County may want to try and negotiate a transfer and
disposal tipping fee for all Orange .County waste delivered to a specified out-of-county
transfer station, although haulers would be free to utilize anout-of-county disposal
facility of their choice.
1.1.3 Option 3 -Combined Landfill and Diversion Operation
Continue to receive all waste at the South Eubanks Landfill and temporarily divert all or
a portion of the waste stream to anout-of-county disposal facility. Under this option, a
temporary waste diversion (topographic feature) would be built on the lined landfill
footprint. Waste would be received at the working face of the landfill where the
diversion would be located and either loaded into 100 cubic yard trailers for transport to a
preselected out-of-county landfill site or disposed on the working face of the active
landfill. The diversion would be a grade separation feature constructed by County staff
using salvaged roll-off containers, soil bacl~ll, and stone materials.
