1.1 Options C <br />1.1.1 Option 1-Reduction of Waste Intake at the Landfill <br />Accept waste from the Interlocal Agreement Partners only (i.e., residential and <br />commercial waste collected by the partners; and in the case of Hillsborough, the <br />commercial-multifamily waste stream, which is collected under a franchise agreement). <br />As previously noted, LTNC's waste stream is already being diverted. <br />Based upon the current waste acceptance rates, this action would result in a 17 percent <br />reduction in the annual waste tonnage disposed at the South Eubanks MSW Landfill. <br />This reduction equates to the conservation of approximately 17,000 cubic yards of air <br />space annually (e.g., conservation of an additional two months of disposal capacity per <br />year) based upon an annual acceptance rate of 55,000 TPY. <br />If this option is implemented, the financial impact to the County would be the loss of <br />approximately $38,200 per month in tipping fees. There would also be an increase in <br />transportation costs for private-sector haulers to transport the diverted waste stream to an <br />out-of-county disposal location. The order of magnitude of the additional transfer, haul, <br />and disposal cost for. the diverted waste stream is estimated to be in the range of $41,500 <br />per month. _ <br />The County may want to consider negotiation of a transfer and disposal rate for waste <br />diverted to a specified out-of-county transfer station to assist the diverted waste haulers, <br />if possible. (Durham has already indicated no preferential rate would be considered.) <br />1.1.2 Option 2 -Diversion of All Waste <br />Divert all waste to existing out-of-county private-sector transfer stations (Waste <br />Management or Waste Industries) or the City of Durham's transfer station when the <br />permitted capacity of the landfill is reached. Durham staff has indicated that the existing <br />transfer station can probably accommodate an additional 3,500 tons per month and <br />possibly more (the .diversion .rate for Orange County's entire waste stream would be <br />approximately 4,750 tons per month). However, they have also stated that additional <br />evaluation of their transfer operations (consideration of days and time of day that waste <br />from Orange County would be received at the gate) would have to be conducted prior to <br />making a definitive commitment to accept Orange County's waste. Waste Management <br />and Waste Industries have stated that their respective transfer stations have the capacity <br />to accept the County's entire waste stream. <br /> <br />Contingency Plan <br />2 April 16, 2009 <br />
