® Integrated Waste Services Association:
®• The trade organization for owners and operators of WTE facilities in the United
States
® Represents approximately $0 percent of the existing modern WTE facilities in the
United States
® Duke Energy Corporation:
® Has a Renewable Energy and Carbon Strategy Office that promotes WTE
® Blue Ridge Environmental Defense League:
® A regional community-based nonprofit environmental organization
® Founding principles include earth stewardship, environmental democracy, social
justice, and community empowerment
In addition, County staff hosted meetings and discussions with UNC representatives and their
consultants regarding their long-term energy management activities, and SWAB hosted meetings
and discussions that included some of the above listed organizations, as well as Orange County
Voice, regarding this and other solid waste issues.
® ~ ' ~
Each of the technologies investigated has "pros and cons" regarding its performance, costs, and
risks. Of those investigated, the following are considered to have the best possibilities as long-
term disposal alternatives for Orange County.
2.1 Mass-Burn
® One of the two predominant technologies for WTE facilities in the world.
® Includes integrated furnace/boiler design (waterwall boiler) and modular design (with a
hearth-type furnace and a waste heat boiler).
® The integrated design (used in newer facilities such as Montgomery County, Maryland and
Fairfax, Virginia) tend to be able to meet higher environmental standards than the modular
units (used in some older facilities such as Pittsfield and Agawam, Massachusetts).
® Considered the most "proven" because it has the most varied and demonstrated perfor-
mance track record.
® Has one of the lowest risks of technical failure among the WPT technologies.
® Charges un-processed MSW into a boiler or furnace to be combusted and captures heat
~.
from the thermal conversion of waste to generate steam. j
rp
17 ~
"°r,b Ne~u~~s 2 Apri116, 2009
