N"~~~' l~~.P_ '-~~ Q ®( ~-~IP~ ®®R!J_•_~~ ~~~~~~~"~~~ <br />Chatham and Wake Counties provided examples that may show some promise for developing a <br />new regional solution that is not yet available. <br />Chatham County has recently completed a solid waste disposal feasibility study in an effort to find <br />a reasonable solution to its long-term disposal needs. One solution that was identified as having <br />some benefits is partnering with other jurisdictions in a regional landfill. <br />In addition, recent communications with Wake County representatives revealed that Wake County <br />is working to evaluate options to maximize the revenue potential for its South Wake Landfill, <br />while still preserving the 25-year planned life of the landfill. Wake has stated that the range of <br />revenue generating options will include, but not be limited to, modifying the schedule of rates, <br />fees, and charges to capture difficult-to-handle wastes; increasing the solid waste compaction rate; <br />modifying the configuration and profile of the landfill; accepting special wastes at a different gate <br />rate; and accepting MSW from outside of Wake County such as from Orange County. <br />While there are a number of issues that must be resolved before use of the South Wake Landfill <br />can be confirmed, the potential of working with Wake and/or Chatham Counties are examples of <br />the range of opportunities that might present themselves in the future. These and similar options <br />would not be available if the County did not have a transfer station that is locally sited and <br />controlled. <br />The use of the South Wake Landfill was included in the analyses to illustrate the potential benefit <br />that may be available to Orange County if it retains control over its waste management practices. <br />Figure 1 illustrates the total costs for each option to handle the same amount of MSW that is <br />currently landfilled by the County -escalated for growth. <br />C, <br />4 Apri116, 2009 <br />
