<br />® Contracting terms. <br />^ The level of compensation for employees of the operating companies of the out-of-county <br />transfer stations was not defined. Therefore, no comparison was made to Orange <br />County's Living Wage. <br />^ North Carolina Department of Environment and Natural Resources (NCDENR) files for <br />the out-of-county transfer stations were reviewed for permit requirements, inspection <br />reports, and facility problems. <br />^ Each out-of-county facility was toured by Olver staff. <br />^ Gate rates at the transfer stations were used in the analyses. Durham officials stated they <br />would not provide a preferential rate for Orange County. Waste Industries stated their <br />gate rate "had little room" for preferential reductions. Waste Management stated that they <br />would be willing to consider preferential rates, but their current gate rate is approximately <br />10 percent higher than the other two facilities, so Durham and WI gate rates were used. <br />1.2 Option 2 -New 'Transfer Station Development at Site 056 <br />^ Construction costs were updated based on site conditions and assumptions providing <br />comparable in-county services to the out-of-county services (strictly transferring MSW to <br />disposal). <br />^ Capital and operating costs were based on recent bids, preliminary facility layout, and <br />County operating experience. Contingencies of 1 S to 20 percent were added to all costs. <br />^ Design assumptions retained state-of--the-art features (e.g., fully enclosed building, sized <br />for 20-year growth, etc.). <br />^ It was assumed that 2S acres of land would be allocated to the transfer station. This <br />provides for significant buffer from the rest of the parcel (122 acres) and is less than 20 <br />percent of the total parcel. <br />^ Land costs allocated to the transfer station were assumed to be $15,000 per acre. This <br />equates to more than one-third of the appraised value of the total parcel (147 acres) being <br />allocated to the transfer station costs. <br />^ All personnel compensations were based on Orange County pay classifications. <br />^ Analyses assumed all new equipment, including backup, for facilities. <br />^ The disposal site assumed for the analyses was the Waste Industries Landfill in Sampson <br />County.
