This environmental assessment of Site 056 was received by the NC DQA an February 20, 2009, and as of a week before the closing date of March 20, 2009 it was not posted on the county's transfer station website. tJther than posting the environmental assessment (after I notified county Solid Waste staff last week), it appears that the website has not' been updated since December 2008. Missing are dates of upcoming county commissioners' meetings with scheduled presentations on the transfer station, as well as several months of approved minutes from county commissioners' meetings. The consultant's calculations in applying criteria have not been posted or made public, and representatives of ~Iver Inc. did not return repeated Gaits from a reporter inquiring about the site selection process.' The seller's price and restrictive terms and conditions of sale were not made available by county .staff to county commiss~pners or the public prior. to the ~l county's decision to pursue Site 056 in December 2008. Letters from the seller to county staff referenced terms and conditions of environmental significance, including: limiting road access to Teer Road rather than NC 54, which would send trucks on a narrow country road that runs along Cane Creek Reservoir, and would necessitate an easement to the landlocked 143 acres through OWASA property; and immediate rezoning of seller's adjacent road front 8-acre property from agriculturaljresidentiat to commercial zoning. .
