3.8 Orange County ERCD <br />The Orange County ERCD recommends the following: <br />^ A wetlands delineation survey to avoid impacting potential wetland areas with <br />construction. <br />^ A flora and fauna survey to be completed to identify any environmental sensitive areas. <br />The survey should include portions of the streams that may be affected on site including <br />Collins Creek's tributaries. <br />^ A Phase I Cultural Resource Survey prior to construction. <br />3.9 N.C. Department of Cultural Resources -State Historic Preservation Office (SHPO) <br />Recommends a comprehensive survey be completed by an experienced archeologist to identify <br />and evaluate significance of potential archeological remains that could be damaged or destroyed <br />by the proposed project. Critical information is missing, critical information is wrong, <br />and critical information is misleading; and that the project does. not satisfy a FONSI-fmding of <br />no significant impact. The project will have significant environmental impacts and that a full <br />Environmental Impact Analysis should be required for the project (see attached exhibit for details). <br />5^® ETLE!®®®S ~L'i®GRi~'®®® ~Vi~V G H M9®® L®RM ~®®® NV~®M i7 iiRY~ 6 <br />(SL7'i~ ®J®~ <br />As a result of the Environmental Assessment process and as previously noted under the Summary <br />of Site Investigation Activities section of this report, a Flora and Fauna Survey and a Wetlands <br />Delineation Survey were performed on April 2, 2009 by Hal Owen (licensed Soil Scientist and <br />Senior Environmental Scientist) of Hal Owen & Associates. The wetlands survey further <br />delineated the extent of possible wetlands that had been previously noted in the assessment and the <br />County SWID in the drainage way on the eastern and western sides of the site: This preliminary <br />delineation is shown on the attached Site Plan exhibit. It recommended that this preliminary <br />delineation be surveyed and submitted to the USACE for review and jurisdictional determination. <br />The Flora and Fauna Survey revealed no evidence of endangered species in the proposed area of <br />disturbance.
