North Carolina Department of Cultural Resources: State Historic <br />Preservation Office (comments received on April 3, 2009 by County <br />Planning Department) <br />® A preliminary draft EA for the OWASA property (Site 759) was prepared. To date, access <br />(right of entry) to the site has been denied by OWASA; thus, the EA and site investigation <br />process for this property were put on hold. <br />® A property boundary survey was completed for the West 54 LLC property by Summit <br />Consulting. The survey is dated February 27, 2009. C <br />® An appraisal for the West 54 LLC property was completed by Cushman & Wakefield. <br />The adjoining 8-acre parcel adjacent to NG 54 was also appraised. <br />® As a result of the comments received from the ERCD, County Planning Department, and <br />the State Agencies regarding the EA for the West 54 LLC property, a Flora and Fauna <br />Survey and a Wetlands Delineation Survey were performed by Hal Owen & Associates, <br />Inc., on Apri12, 2009. <br />2.® 1/E12V9E1IY AR1® ~Tl~,Td9S ®~ PAR®CESS <br />The primary purpose of the EA is to provide enough information to determine if a planned project <br />has a level of impact on the environment requiring the preparation of an Environmental Impact <br />Statement (EIS) or if a Finding of No Significant Impact (FONSI) is the appropriate conclusion. <br />The SCH manages the review process and notifies potentially affected state/local agencies and the <br />public of the proposed development activities in their jurisdiction/local area. The process offers a <br />means for agencies with expertise and/or the public to review the EA documents prepared for the <br />proposed activity. and offer comments regarding the adequacy/accuracy of the impact analysis.
