523 <br />Alderman Tommy Gardner suggested the Managers and their Staff review all these <br />multi-jurisdictional suggestions and report back to their respective Boards cahen <br />they have enough information to make a recommendation about the best procedure to <br />handle rezoning of this sort. <br />Mayor Lee suggested there was a real need for a long range planning council <br />that had some staff support. Alderman Smith: suggested this council might best be <br />set up with the framework of the local Council of Governments. <br />Maydri~~e summarized by asking the following questions: <br />1. Can the group agree to a policy of open communications between the <br />various Planning Boards when tracts of land affecting more than one <br />jurisdiction are submitted for rezoning? <br />2. Can this group support the land use assembly proposed for the fall <br />and request its Planning Boards to do so? <br />3. Can this group support the concept of a long range County wide Planning <br />Council? <br />Commissioner Norman Gustaveson suggested a small meeting of Board Members and <br />Planners might be able to get together in July and review land use in the immediate <br />Chapel Hill - Carrboro area. <br />The topic of discussion was then directed to the proposed rezoning of the City- <br />County Landfill and it was suggested that the Managers, Attorneys and Planning .staff <br />meet and review this issue. <br />The Chapel Hill City Attorney then requested he be allowed to report on the pro- <br />gress of creating the Water-Sewer Authority. He requested that the participating <br />units proceed with great speed in naming authority members as it was imperative that <br />the authority be created very soon. <br />Mrs. Garrett spoke about who should be on the authority, should it be composed <br />of elected officials or not. Mayor Lee spoke on this subject too saying he ..h ad <br />grave concerns about an authority composed of only elected officials. Aldermen <br />Welch and Smith from Chapel Hi11 voiced the same concerns. <br />At this point the joint discussion between Chapel Hill and Orange County con- <br />cluded. The Board of County Commissioners continued in session to transact other <br />business. <br />Mr. Ervin Dobson, County Planning Director, presented a minor subdivision plat <br />of John Williams that had previously been approved by the County Planning Board. <br />Commissioner Norman Gustaveson moved adoption of the plat. Commissioner Jan <br />Pinney offered a second. Votes for approval 5 ayes and D nay. The motion was declared <br />passed. <br />Mr. Dobson then reported on the status of the Micol rezoning proposal. A rail <br />fence has been installed across the front of this property. This fence will limit <br />access to the highway to one point on the east side of the property. This action <br />should reduce the element of danger created by indiscriminate access into Highway 7D. <br />Commissioner Jan Pinney asked has the business use of this property stopped? <br />Mr. Dobson replied, "No." <br />Commissioner Richard Whitted asked Mr. Dobson if he felt there was a highway <br />safety or traffic problem here attributable to this business access into Highway <br />70? Mr. Dobson replied. "No." <br />Commissioner Richard Whitted moved this property be rezoned from Residential <br />to Rural Commercial. <br />Commissiener Norman Walker offered a second. Votes: ayes 4; Commissioner <br />Jan:Pinney voted nay. The motion was declared passed. <br />Commissioner Norman Gustaveson reported on the status of negotiations with <br />the Chapel Hill School Board regarding the Northside School property: Mr. Gustaveson <br />then inquired if the Board were willing to procede with the nextstep in acquisition. <br />Commissioner Norman ?9alker requested the Board of Commissioners nOt to procede <br />with the next step at this time. Iie gave as his reason far this request the fact <br />that he was not aware this issue would be brought up tonight and he was not in a <br />positicn to properly respond to the matter at this time. <br />Commissioner Norman Gustaveson stated he`felt Commissioner Norman Walker was <br />attempting to delay through a technicality a very important decision that concerned <br />many people. <br />Commissioner Jan Pinney stated he felt the Hoard of Commissioners should observe <br />its own rules of procedure and the matter be set on the agenda of June 15th meeting. <br />Commissioner Norman Walker stated he would agree to this as it would allow him <br />time to prepare comments. <br />
