76 <br />/ Receive FEMA and/or North Carolina Emergency Management - <br />Floodplain Mapping Program approval in the form of a LOMR. <br />Once the applicant has received FEMA and/or State approvals, an application for <br />a Zoning Atlas amendment can be submitted to Orange County in time for the <br />next available Quarterly Public Hearing. Property owners shall be notified of <br />proposed amendments in accordance with Article 20 of the County's Zoning <br />Ordinance. <br />The stream crossing and approaches will also require a Floodplain Development <br />Permit. <br />^ Prepare detailed engineering drawings and hydraulic/hydrologic studies <br />for the stream crossing. <br />^ Submit to FEMA all required documentation and paperwork for a <br />Conditional Letter of Map Revision (CLOMR). <br />^ Review by FEMA and/or North Carolina Emergency Management - <br />Floodplain Mapping Program. <br />^ Receive FEMA and/or North Carolina Emergency Management - <br />Floodplain Mapping Program approval in the form of a LOMR. <br />Once the applicant has received FEMA and/or State approvals, an application for <br />a Zoning Atlas amendment can be submitted to Orange County in time for the <br />next available Quarterly Public Hearing. Final action on <br />the Zoning Atlas amendment request occurs after the Planning Board <br />recommendation is received. Preliminary Plat approval may be conditioned on <br />Zoning Atlas amendment approval and no construction shall commence until the <br />BOCC approves the Zoning Atlas amendment. However, if the stream crossing <br />does not impact the base flood elevation, then a Zoning Atlas amendment is riot <br />required. Stream crossings and approaches will also require a Floodplain <br />Development Permit. <br />Such studies and analyses are expensive and tend to be part of either a major or <br />minor subdivision review and approval process. Other ways to require the <br />studies are through the building permit -zoning compliance review process. <br />Private of farm road maintenance <br />The second scenario was of more concern to the Planning Board, particularly as <br />the standards set forth in the proposed Sections 6.32.6 & .7 of the Zoning <br />Ordinance relate to the maintenance of private roads and farm lanes or field <br />access roads on active farm operations. Staffs concern is that these roadbeds <br />can and do act as impediments to the free flow of floodwaters. They can <br />
