3 <br />• Proposed text amendments were not available to the public. <br />• There is a concern about the accuracy of base flood elevations supporting the floodplain <br />contours. <br />Other citizen comments included: <br />• Concern that the 2007 revised map included almost half of the property owner's six-acre <br />parcel. <br />• Problems with a culvert because of upstream drainage. <br />• Concerns with an elevation certificate with which the County assisted. <br />• Experience with the County elevation certificate surveying and the Letter of Map <br />Amendment (COMA) and the need for ground truthing with the maps. <br />• Experiences with an insurance carrier and the need to notify persons affected by <br />changes in flood maps and the accuracy of such data. <br />• General discussions regarding how the proposed change would affect an individual's <br />ability to improve one's property. <br />Staff response to these comments and concerns: <br />In responding to these various questions/comments/concerns, staff offers the following: <br />BOCC QUESTIONS: <br />• With this abstract is a letter from the Attorney's office addressing the bona fide farm <br />issue (please refer to Attachment Seven (7)). <br />• The existing FDPO contained various standards relating to the continued use, <br />maintenance, and rehabilitation of nonconforming structures located within identified <br />flood plains. These regulations are being incorporated within the Zoning Ordinance and <br />will continue to be enforced. <br />• Staff understands there may have been confusion created by the notice and will re- <br />evaluate our process to ensure such confusion does not occur in the future. <br />LAKE ORANGE RESIDENTS: <br />• The proposed amendment(s) are designed to address those changes deemed <br />necessary to guarantee the continued availability of flood insurance to County residents. <br />• The issues raised by representatives of Lake Orange residents during the Quarterly <br />Public Hearing include ownership issues (i.e. who owns what) and recreational access <br />to the Lake. <br />The proposed re-location of flood regulations/development standards within the Zoning <br />and/or Subdivision regulations, or the creation of the aforementioned SFHA overlay <br />district, legally impacts those living near Lake Orange in the same manner as other <br />property owners whose property will be located within the proposed SFHA overlay <br />district. <br />
