ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 21, 2009 <br />Action Agenda <br />Item No. g- _ ~ <br />SUBJECT: Bid Award: Re-plastering Pools and Replacement Drains at Triangle Sportsplex <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Tabulation <br />INFORMATION CONTACT: <br />Pam Jones, (919) 245-2652 <br />PURPOSE: To consider awarding a bid to Paddock Construction Co., Inc. of Rock Hill, South <br />Carolina in the amount of $108,151 to re-plaster and install new drains in the pools at the <br />Triangle Sportsplex. <br />BACKGROUND: Orange County Environmental Health has notified the Triangle Sportsplex <br />that the swimming pools at the Sportsplex must be re-plastered and the drains replaced by June <br />1, 2009 in order to stay operational. Five drains must be replaced in order to be in strict <br />compliance with the important safety measures contained in the Virginia Graeme Baker Act as <br />enacted by the federal government. This regulation requires pool drains be equipped with <br />vortex reduction devices, with hydrostatic relief valves. Sportsplex pools are scheduled to be <br />closed on May 10, 2009 to complete the work. <br />In collaboration with the Sportsplex staff, the Purchasing office created bid specifications which <br />would meet the requirements of both Orange County Environmental Health and the Virginia <br />Graeme Baker Act. Bids were solicited from four firms experienced in this type of work and <br />responses were received from two firms. Paddock Construction Co., Inc. of Rock Hill, South <br />Carolina submitted the lowest responsive bid at a total cost of $108,151. <br />FINANCIAL IMPACT: The total cost of this work is $108,151. Funding is available in the <br />Sportsplex Enterprise Fund to support the expense. <br />RECOMMENDATION(S): The Manager recommends the Board award a bid to Paddock <br />Construction Co., Inc. of Rock Hill, South Carolina in the amount of $108,151 to re-plaster and <br />replace drains in pools at the Triangle Sportsplex; and authorize the Purchasing and Central <br />Services Director to execute paperwork necessary to effect the work. <br />
