The unfunded needs for all three entities total about $344 million over the next ten <br />years. The unfunded needs for OCS include: <br />- Activity buses - $280,000 <br />- Expansion to alternative school - $200,000 <br />- Athletic Facilities - $4 million <br />- Building improvements to existing schools - $3.3 million <br />- Replacement of HVAC systems in schools - $1.7 million <br />- New Central Office - $6 million <br />- Parking Lot Improvements $850,000 <br />- Roofing replacements - $1.5 million <br />- Technology - $5.9 million <br />Commissioner Gordon made reference to the abstract, and the paragraph before <br />"Financial Impact", which says, "In accordance with the revised 2008-18 Capital Investment <br />Plan (CIP) approved by Commissioners," and said that the Board did not approve the plan, but <br />approved the revised timeline for the plan. She said that this is important to note. The public <br />hearing will be February 5, 2008. Also, $344 million is a massive amount for unfunded needs, <br />and she would like more detail from the school districts about the projects, similar to the <br />County's charts. <br />Laura Blackmon said that many of the unfunded projects are $500,000 per year. The <br />initial CIP that was distributed to the Board suggested looking at only issuing debt for very <br />large amounts (over $10 million). She wants to talk about other ways of gaining flexibility to <br />fund smaller projects on a regular basis instead of issuing debt. <br />4. Consent Agenda <br />A motion was made by Commissioner Foushee, seconded by Commissioner Nelson to <br />approve those items on the consent agenda as stated below: <br />a. Minutes <br />The Board approved the minutes from the November 13, 2007 joint meeting with the Board of <br />Health and the 7:30 p.m. Work Session as submitted by the Clerk to the Board. <br />b. Appointments -None <br />c. Motor Vehicle Property Tax Release/Refunds <br />The Board adopted a refund resolution, which is incorporated by reference, related to 54 <br />requests for motor vehicle property tax releases or refunds in accordance with North Carolina <br />General Statutes. <br />d. New Dental Fee for Occlusal Guards and Fee Adjustment <br />The Board approved a new fee of $274 for an occlusal guard, a $95 lab charge for the <br />occlusal guard, and $92 for alveoplasty by quadrant. <br />e. Neaotiations with Property Information Manaaement Svstem Software Vendors <br />This item was removed and placed at the end of the consent agenda for separate <br />consideration. <br />f. Residential Anti-Disalacement and Relocation Assistance Plan <br />The Board adopted a Residential Anti-Displacement and Relocation Assistance Plan for <br />Orange County. <br />g_ Impact Fee Reimbursement <br />
