There are other applications already having tentative approval that <br />could be dealt with and considered by the State. There is one in this region. The <br />rest are out of this region." <br />Commissioner Gustaveson inquired, "could you also then answer the question, <br />that at the meeting where these charges were made that Commissioner Walker indicated <br />that he had a conversation with Mrs. Cameron and that it was her explanation that <br />the reason that the priority Grant went from two to one is because they had read in <br />the application that the Orange County Commissioners had agreed to put in 550,000.00 <br />and so that was the reason that it jumped from three to one on'the priority list? <br />This was a charge that was brought out and 2 would like to have you speak to this." <br />Commissioner Walker stated, "This was my summation, Norm, it wasn't what I <br />said Pat ca~neran said." <br />Commissioner Gustaveson replied, "This was the way the charge came out. Tt <br />sounded as if or it was summarized as if this was the reason the State moved it <br />up on the Priority List. This was the reason the State moved it up: on the Priority <br />List was because the State assumed the money had been appropriated. This is what you <br />were saying?" <br />commissioner Walker answered, "Right." <br />(Commissioner Walker, commissioner Gustaveson, and Pat webb all were speaking <br />at this time. Unable to decipher comments other than the fact that Commissioner <br />Walker clarified that it was Sally Cameron, not Pat Cameron). <br />Pat Webb stated, "I, of course, was not a participant in that conversation. <br />2 cannot see unles it's just somewhat eu: ofcontext with everything else she might <br />have been saying about the whole process. As 2 recall there were some fifteen ap- <br />plications that we were reviewing at the time we settled on the eight that did get <br />approved. There were two in North Central; that there was never even anything that <br />verified any kind of county commitment from the discussion that is occurred out of <br />orange County, which is the first time that an application has been challenged and <br />I assume before the people wanted the building and that was the assumption that we <br />probably will in the future ask for some type of resolution or indication that every- <br />body is willing to proceed if it gets approved, but you certainly learn through your <br />mistakes and 2 think this really gets down to a point of do we want the building or <br />do we notA Do we want 5350,000.00 by gibing $61,000.00 or do we not? Dc we want <br />to save some eight to ten thousand dollars per year in rent or do we not? This is <br />the way we see it. I was going to make the other statement that we recently did <br />an area review, it was in December here, for the Orange-Pers®n.-Chatham and one of <br />the most critical issues that came out in that area review; and some of you were <br />present for those two days, was the need for space. Dr. Coley mentioned that when <br />you have seven locations there is no way you can b~ efficient. There is no way that <br />staff can work together as a team. There is no way that patients can feel that <br />comfortable going in and out of seven different locations trying to get services; so <br />I say, you know, you are right to look at your money. You are certainly accountable <br />far it, and to ask questions about it is your right and I say it is appropriate to <br />do so; but T certainly hope you see an opportunity here that you may not get again <br />for a long whi.l-e.. The other pazt of it is 2 would like to give credit to your own <br />Orange-Person-Chatham Mental. Health Center, two of you serve on that 1~rea Board, <br />and in the Area Review we pointed out that the per capita expenditure for this <br />program ranks second in this region. Number one is Alamance-Caswell Mental Health <br />Center with a little more than $15.00 per capita for Mental. Health Services and <br />this area gets thirteen, a little better than $13.00 per capita; but in contrast to <br />all the other programs you are at the very bottom, ninth in this region, in the amount <br />of County tax dollars that ycu put into this program. You rank at about a per <br />tentage of A.9, whereas the average is somewhere ahautthirty or forty per cent. I <br />would hope that you would look at an opportunity to put in a small amount of County <br />funds in order to get a.big chunk of what you are entitle to." <br />Commissioner Pinney stated, "The only thing that Mr. Walker brought up that <br />I am curious about is about the leasehold interest and the twenty-five years and the <br />lease renewable for a dollar a }+ear. Is this aorta normal in a Grant?' <br />Mrs. Walton requested permission to answer the question. <br />Mr. Webb replied, "I would think that so far we have not had an application that <br />involves a lease. 47e have not before had an application that involved three counties, <br />I think you indirectly lead to that while ago, so there is some uniqueness about this <br />particular application." <br />(Cormissioner walker, Pat L.Tebb, and Mrs. Walton toere all speaking at this time; <br />unable to decipher comments.l <br />Mrs..h'alton stated, "When Sam and I *_alked about the acquisition of this property <br />we were talking ir. terms of the county acquiring the propert}= and owning it, holding <br />title to it. Then i-r. *_urr., ,he County would lease the particular building that the <br />Mental Health Center i~ intereste3 in to the Mental Health Board and we were talking <br />..n terms of a nominal sum, a dollar a year for probably aroe:nd twenty-five years. <br />It would have to be in excess of twenty years in order for the application. So that's <br />where the dollar a year for twenty-fide Rears would not be your arrangement with the <br />School Board, but would be the Mental Health Board's with the County." <br />Commissioner Walker states, "But Pat, you didn't have that such ~.rrangement <br />when you said you did in the application. This is the point 2 think you . <br />
