ii <br />~7j <br />Chairman Garrett recognized Betsy Muir, Supervisor of the County School Food <br />Service. Mrs. Muir introduced Anabelle Selph, Legislative Chairman of the Durham- <br />Orange School Food Service Association. Mrs. Selph stated that the School Food <br />service Association was requesting legislation that would allow school service <br />employees to receive retirement credit for prior years of service. It was noted <br />that the Orange County School Unit employed 20 persons and that the Chapel Hill- <br />Carrboro School Unit employed approximately 15 persons. The cost of retirement <br />benefits for the County Food Service personnel would amount to approximately <br />535,000.00.. No cost figure was given for-the coverage of Chapel Hill-Carrboro School <br />Unit personnel. Mrs. Selph presented a Resolution for the Board's consideration. <br />RESOLUTION <br />"Whereas the Orange County Board o£ Commissioners understands <br />that some full-time School Food Service employees in the State of <br />' North Carolina are ineligible for retirement credits prior to 1969 and <br />whereas there are twenty School Food service employees in the <br />Orange County School System and fifteen in the Chapel Hill-Carrboro <br />School System who did not receive retirement credits prior to 1969 and <br />Whereas School Food Services part of the total educational program <br />of pur county and state and performs a service essential to our student <br />population and <br />Whereas employees of Schaal Food Service should be treated equitably <br />with other employees of our N. C. educational system <br />Now, Therefore, Be It Resolved, by the Board of Commissioners of <br />Orange County that letters be sent to our representatives in the General <br />Assembly urging them to introduce a bill or assist others in introducing <br />a bill at the earliest time to pay for retirement credit for years of <br />service for School Food Service employees prior to July 1, 1969." <br />Discussion ensued. <br />Upom motion of Commissioner walker, seconded by Commissioner Whitted, it was <br />moved and adopted that the Board of Commissioners support the proposed legislation <br />that would allow retirement coverage for the School Food Service Personnel prior <br />to July 1, 1969. <br />Chairman`Garrett referred to Item #1 on the Agenda: lThe Town Manager of <br />Chapel Hill Has Requested the County share with the Town the cost of operationg <br />the Retired Senior CitizElls VOlunt@er PSOgram.) <br />Charles Haywood, Director of the Chapel Hi11 Human Services Department, .and <br />Diana Brown, Director of the RSVP Program, requested that the County share with the <br />Town o£ Chapel Hill the C65t of operation the Retired Senior Citizens Volunteer Program. <br />Mrs. Brown explained the purpose of the program and how its efforts had been extended <br />into the County. The Board was advised that the application for Federal Grant monies <br />must be filed by March 31, 1975, and that the Town of Chapel Hill would be the grantee <br />of this program. Discussion ensued. <br />Commissioner Walker called attention to the ruling from the Attorney General <br />that stated the endorsement of these types of grant programs from either State or <br />Federal funds must.=secure the Consent of the local Social Services Board. Further <br />discussion ensued. It was agreed that the County Attorney was to contact Tom <br />ward, Director of Social Services, for any directives on this matter and that the <br />Board would place the matter on the March 18th Agenda. <br />Chairman Garrett referred to Item #4 on the Agenda: (A Discussion of Right- <br />.. Of-way Clearings and the Pine Beetle Problem.) <br />H. Dobson and Tony Laws, Local Santarians, Paul Shelton of Carolina Power <br />and Light Company, Rex Woods, George I. Johnson, Jr, and Bill Morris of Duke <br />Power Company, Whit Stallings and Harris from the N. C. Forrestry <br />Department, George Kelly of Copeland Tree Service, Wilkinson of <br />the University Service Plant, Earl Ross of Piedmont Electric Membership Corporation, <br />Ebert Pierce of the Agricultural Extension Department, Gary Sykes, Andrews, <br />Lindsay Tapp and were present. <br />Chairman Garrett opened the discussion with remarks that covered the background <br />information as to the purpose of this meeting. She then requested Mr. Sykes to pre- <br />sent his Comments. A discussion ensued between the various representatives, Mr. <br />Sykes and members of the Hoard concerning prevention, detection and practices in <br />preventing the Pine Beetle. <br />_ Chairman Garrett referred to Item #6 on the Agenda: (The New Hope Rural Fire <br />Department is requesting the Board of County Commissioners create a County Fire <br />Commission. They have mailed directly to you copies of their Memorandum of Request. <br />John L. Kline and Louis Freeland, members of the Boazd of Directors of the New <br />Hope Volunteer Fire Department, presented the following Memorandum to the Boazd. <br />MEMORANDUM <br />~ "Our department has elected to submit a request for a 9-A 3 mile <br />Fire Insurance Rating that is contained within our presently established <br />fire tax district. To initiate action on a rating request the County <br />must have an adopted resolution providing for a County Fire Commission <br />
