Rural Community Nodes or 10-year and 20-year Urbanizing <br />TrensfUon Areas In the Eflend-Mebane area as depicted In the <br />Comprehensive Plan Land Use Element; <br />iii. Land within the County jurisdiction Joint planning areas or <br />Hillsborough Transition areas as depicted In the proposed Hillsborough <br />SUategic Plan. <br />Propertles are excluded from Growth Areas and ere designated as <br />Conservation Areas K any of these cdterla are met: <br />I. Enrolled in the state's use value tax-assessment progrem; <br />Ii. Llaled on the Natlonal Historic Raglaler, or Is oUterwlae designated <br />as a hlslodc Bite or as containing a historic structure; <br />ill. Contains environmenialy sensitive features or areas: <br />1. Water Supply V1laterehed designated Critical Area; <br />2. Within 150 feet of the main body or perennial stream of a river, <br />3. A wetland; <br />4. A Natural Hedtage Inventory site; <br />5. A Prime Rated Forest Habitat area; or, <br />5. A VNWgfe Corridor area. <br />Elig(bflity. All Growth Area properties that are not subject to a <br />conservation easement, deed restriction or other enforceable agreement <br />prohibiting development are eligible to paNGpate in the SGRC Program. <br />D@VelOpment Intensity Bonus. Eligible Growtlt Area properly <br />owners may apply for a devebpment Intensity bonus to be awarded <br />upon conveyance to the County of a prvately-purchased conservator <br />easement on an eligible Conservation Area property. <br />a. For Residentlai Devebpmenl: <br />I. CAPs are trenalated to Growth Area development intensity bonuses <br />at a 3:1 ratio, meaning for every 3 CAPs assigned to the conservation <br />easement, 1 additlonal housing unit may be built in the Growth Area <br />properly. <br />Ii. Allematlvely, owner of propertles 25 acres or larger may enter <br />Into a Development Agreement with the County, which will negotlale <br />a devebpment Intensity bonus taking CAPs Into axount ebng with <br />other factors, such as provision of affordable housing or LEED- <br />certlfled conatructlon. <br />ill. The final gross density of projects using CAPs may not exceed 15 <br />housing units per acre. <br />b. For Non-Reaidentlal or Mixed-use Devebpmenl: <br />I.Ownero of propeNea 25 acres or larger may enter Into e <br />Development Agreement with the County, which will negotlate a <br />development Inlensgy bonus taking CAPs Into account ebng with <br />other performance factors agreed to by the properly owner. <br />ii. Propertlea of less than 25 acres are not eligible at this Ume for non- <br />residential or mixed-use density bonuses through the progrem, but <br />may be added to the program at a later date. <br />Design Requirements. Design requirements will be deveoped <br />based on the County's design guideUnea developed for the Efland- <br />Mebane area. These will apply to all Growth Area properties participating <br />In the SGRC Program and wig serve to ensure that the Increased <br />devebpment intensity dose not negatlvey impact nearby land values or <br />quagty of life. <br />STRATEGIC GROWTH & RURAL CONSERVATION PROGRAM MAP QONSERVATION AREAS <br />Conservation Areas. All land within County land <br />fiction that la not designated as Growth Area Is designated <br />Iiglplnty. Not all propartlea within the designated Consarvatlon Areas <br />e eligible to participate In the SGRC Program. Eligibigty criteria are: <br />Mual have unused development potentlal based on current land <br />rvelopment regulations and absence of any dead restrictions or <br />maervatlon easements. <br />Must meet at least one of the following additional criteria: <br />i. Is 50 acres or larger <br />II. Is adjacent to a publicly-owned perk designated prtmadty for natural <br />habitat preservation or passive recreatlon, or to a privately-owned <br />properly under a permanent conservatlon easement; <br />ill, is enrolled In the state's use value tax assessment program; <br />iv. Contains a National Historic Register site or structure. <br />v. Is in a Water Suppy Waterehed designated CdUcal Area; <br />vl. Contains land that is within 150 feet of the main body or perennial <br />stream of a river; <br />vll. Contains a wetland; <br />viii. Contains a Natural Heritage Inventory site; <br />ix. Contains a Prime Rated Forest Habgat area; or, <br />x. Contains a WIIdIKe Conidor area; <br />Owners of properties amager than 50 acres may agree to bundle their <br />:reage to meet that criteria, provided that ag properties in the bundle <br />set the criteria for unused devebpment potential. <br />onservation Area Points.
