<br />Attachment (A) <br />Proposed Revisions to Scope of Services (Supplement No. 2 dated 12.3.2007) <br />Orange County Transfer of Development Rights Implementation Plan (Phase III) <br />Based upon comments provided by the project steering body (Joint Advisory Board, or JAB) on <br />October 1, 2007, additional work items to increase the public engagement and coordination <br />with the JAB have been requested. One additional meeting with the JAB and one Open House <br />were included in the original contract and have yet fo occur, the following items would be in <br />addition to those events. Rather than providing a rigid additional scope of services, following is <br />a menu of suggested items that can be selected from to accomplish these two objectives. In <br />other words, not all of the following may be necessary to complete the additional <br />recommendations made by the JAB, but some items may accomplish informing the public and <br />'~laet#er~ki~_o#heXS The ~^^~ ^^~ ± s~~ecze^~ ^n which items are selected (per-item costs are <br />noted). Labor and direct expense rates have been kept constant ftom the original agreement. <br />1. One Meeting wffh JAB ($3,043). An additional meeting with the JAB, along with preparations <br /> and summary /follow up has been recommended by the JAB. The purpose of this additional <br /> meeting would be to final'¢e the draft plan. The preparation would include developing <br /> handouts, graphics, etc. to explain these concepts to the JAB, and then preparing agenda <br /> and meeting summary [with one round of corrections for the tatter). <br />2. Two JAB Conference Calls ($889). The Consultant will conduct /facilitate two, one-hour <br /> conference calls to address specific questions ftom the callers, presumably members of the <br /> JAB. A summary of the discussion and follow-up items will be compiled and distributed to <br /> each JAB member and O.C. staff (with one round of corrections). <br />3. Advisory Board Meeting Support ($1,654). The Consultant will prepare summary materials for <br /> the Orange County staff to present at any advisory board meeting. This would include a 1-2 <br />page handout and presentation, as well as copies of additional materials discussed by the <br /> JAB (max: 50 copies). Note: This cost is for updating any of the Orange County committees / <br /> boards, but multiple updates maybe required. <br />4. Twv Stakeholder Focus Group Meetings ($2,624). The Consultant will work directly with the <br /> Orange County staff to identify and contact 5 - 10 people that represent large lot <br /> landowners and developers /real estate professionals to review the SGRG Program and gain <br /> specific feedback and concems. The JAB would conduct a review of the proposed <br /> stakeholder focus group attendees, if desired, or even suggest attendees for each focus <br /> group. The Orange County staff is responsible for coordinating meeting space and assisting <br /> with developing contact information; the consultant would develop and distribute agendas, <br /> prepare summary notes, and create materials for the stakeholder focus group meetings <br /> (e.g., two maps, summary explanation of SGRC program, questions for focus group <br /> members). <br />5. One Open House ($4,373). The Consultant would provide four (4) staff members to help <br /> facilitate and conduct an additional Open House event of 3.5 hours' duration, to help <br /> provide a second opportunity for people to review the same materials and presentation as <br /> the originally-scoped Open House. The consultant would be responsible for preparing and <br /> managing comments; working with the public; and preparing presentations and up to three <br /> (3) map display boards. Orange County staff would provide the meeting space and assist <br /> with notifying potential attendees. Note: The JAB and previous (Phase l/llj Task Force should <br /> be notified specifically, and perhaps one hour dedicated to explaining the project provisions <br /> fo these two groups. <br />• <br />Page 2 <br />
