The Phase III <br />studies are a continuation of the first two phases (background data collection and feasibility), <br />which Berger and the Urban Institute completed in the fall of 2006. <br />ORIGINAL TIMELINE <br />The original contract timeline proposed completion of work in late 2007; however, delays <br />occurred in scheduling meetings with appropriate stakeholders and advisory groups. In <br />addition, comments received at recent public meeting presentations has prompted more time <br />consuming deliberations. <br />The role of the consultant and planning staff was to proceed with the adopted contract which <br />included a specific scope of deliverables (including various meetings) and a specific timeline to <br />accomplish said work. The consultant has proceeded at a pace that the various groups could <br />absorb but not without some resistance to the complexity and timing of the topic. <br />The original Phase Three contract calls for an implementation Work Group, which was intended <br />to be different from the Phase I and II Task Force. The Phase I & II Task Force dealt with many <br />philosophical and policy issues, which the consultant now relies upon the BOCC for direction in <br />Phase Three. A few of the original Task Force members are serving on the Work Group. <br />• <br />
