~~ <br />Dr. Hanes briefly reviewed the way in which the School System acquired and <br />used this property up to the time of the fire that destroyed the administrative <br />office a few years ago. He concluded his presentation by saying the School Board <br />had gotten from local real estate agents appraisals of this property indicating it <br />' might be worth about $10,000 per acre. He did add,,howeve~ that some informal <br />discussion had been conducted between the School System and the Town of Chapel Hill <br />which brought out the idea that the Town had no strong desire to own this property. <br />Commissioner Norman Walker stated he felt the School Board should give the _ <br />• property to the Gounty. They were no longer using it for an educational purpose <br />and in all probability would never use it for school purposes again. Since the <br />buildings there were constructed primarily by County funds it was only proper <br />that these assets be turned back to the County which provided them. <br />Commissioner Norman Gustaveson asked the Board of Education if they were <br />willing to sell this property? Dr. Hanes said the School System had a serious <br />storage problem that must be solved. Two possible solutions were to: <br />1. Use the gym at the Lincoln School <br />2. Use some building at the Northside Site or perhaps construct a <br />warehouse on this property <br />Dr. Hanes further stated the School System acquired the property through <br />a gift from Mr. J. Henry Stroud to be .used as a school for black students. He <br />felt the School System therefore should make some effort to utilize the property <br />as soon as they practically could. <br />Commissioner Jan Pinney suggested the County might attempt to acquire a portion <br />of the property ,.tii~.vacant buildings and necessary land, leaving the balance of the <br />unused land in the hands of the Board of Education. Mrs. Scroggs replied that this <br />was a definite possiblity. <br />Commissioner Richard Whitted stated he felt the County should work out something <br />with the School Board as soon as possible so the Mental Health Agency would be able <br />to determine where it stood. He personally felt he could support same "time payment" <br />type of acquisition by the County. He also asked what possibility existed to combine <br />the Northside Property and the Lincoln Gymnasium into one transaction. <br />Dr. Hanes replied at present the Lincoln Gym was being used by the Chapel Hill <br />Recreation Department. in an effort to treat citizens of the Chapel Hill and <br />Carrboro Towns equally the Culbreth Gym was being leased tb the Carrboro Recreation <br />Department. <br />This concluded the discussion of the Northside School Property.. <br />In another school related matter the Chapel Hill School Board extended an <br />invitation to the Board of County Gommissioners..to accompany them on a tour of <br />school facilities this spring before budget time. A tentative time of 1:00 P. M. <br />on March 11th was set. The group should meet at the Lincoln Center. <br />The Board of Commissioners discussed again the possibility of using the <br />Turner property northwest of Hillsborough as a possible animal pound site. Commisr <br />sinner Walker stated the road had recently been improved and the Board Members <br />should visit the site again if possible. <br />The County Administrator briefly reported that the solid waste department <br />needed at least fifteen mare "Green Boxes." The possibility existed that some second <br />hand boxes might be obtained from the Civil Defense Surplus Property Agency. The <br />Board of Commissioners suggested this avenue be explored. <br />The County Administrator was directed to investigate in some detail the <br />additional space requirements of the various County agencies and Departments and to <br />report back to the Board of Commissioners as soon as practical. by the first Monday <br />in April if possible. ' <br />The Board of Commissioners again turned its attention to the Northside School <br />matter. <br />Commissioner Norman Gustaveson suggested the Board of Commissioners offer the <br />Board of Education $5,000 per acre for the property and to advise the Board of <br />Education that we would hope to be able to fund their warehouse plans within five <br />years or as soon as possible. <br />Commissioner Norman Walker suggested the Board look for another site for this <br />facility. <br />Commissioner ,Ian Pinney suggested we offer the Board of Education $15,750 for <br />the property. <br />Commissioner Garrett suggested the Board offer $100,000 for the property and <br />make no committment about the warehouse. <br />Commissioner Norman Gustaveson moved the Board of Commissioners offer $5,000 <br />per acre for the property. <br />Commissioner Richard Whitted a second. <br />
