~~~ <br />THE MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />February 6, 1975 <br />The Orange County Board of Commissioners met jointly with the Hillsborough <br />Town Commissioners and the Board of Alderman of Carrboro at the Hillsborough <br />Town Ha11 on Thursday, February 6, 1975, at 7:30 o'clock p.m. <br />Members present: Chairman Flora Garrett, Commissioners Norm Gustaveson, -- <br />.Tan einney, Norman Walker, and Richard E. Whitted. <br />S. M. Gattis, County Manager, A. B. Coleman, Jr., County Attorney, and. <br />Betty June Hayes, Clerk to the Board, were also persent. <br />The Town of Hillsborough was represented by Mayor Fred 5. Cates, Town <br />Commissioners Jack Martin, R. C. Neighbours, John Roberts, and Arthur <br />Crabtree. Ebert Keith, Government Interim was also present. <br />The Tvwn of Carrboro was represented by Mayor Robert Wells, J. C. Cresson, <br />Town Manager, Mike Caldwell, Planning Director, Fred Chamblee, Alderman, and <br />Jeff Howard, Interim. <br />The purpose of this meeting was to hear a presentation from Mark Burnham <br />on the priorities that had been established by each governmental unit's Task <br />Force for the submitting of a combined application under the Community Development <br />Act. INr. Burnham filed a Memorandum that included a list of the priobities that had <br />been submitted by each governmental unit, a Draft Report to the County Commissioners <br />from the Community Development Task Force, a Housing Report from the Town of <br />Carrboro, Orange County, First Community Development Funding Proposal, and a <br />Discussion of Staff Proposals. Mr. Burnham reviewed the contents of the <br />Memorandum and quotes percentages that were applicable to each governmental unit. <br />It was painted out that of the list of priorites that had been submitted <br />by Hillsborough all of them were under way or the possibility of their being <br />institued were well established and that only three of Hillsborough's priorites <br />had not been accomplished. These items were Health Clinics and Dental <br />Health Clinics. Discussion ensued. <br />Mayor Cates moved that the three governmental units strongly endorse and <br />encourage HEW to locate a clinic in Hillsborough and give complete endorsement <br />of Items 3 and 4, Health Clinic apd Dental Health Clinic, to these Hillsborough <br />priorities. Discussion ensued. The motion died for the lack of a second. <br />Mr. Burnham reviewed the priority listings of each governmental unit. He <br />complimented the Town of Carrboro on the completion of its Housing Survey. <br />Upon motion of Commissioner Gustaveson, seconded by Fred Chamblee, it was <br />moved and adopted that the three governmental units accept the recommendation <br />of Triangle J Council of Governments as set forth in the presented Memorandum. <br />Upon motion of Mayer Wells the meeting was adjourned. <br />~~~~ ~` <br />Flora Garrett, Chairman <br />Betty June Hayes, Clerk <br />Item Filed: Memo•and other data from Triangle J Council of Governments <br />THE MINUTES OF THE ORANGE COUNTY <br />$QARD OF COMMISSIONERS <br />February 10, 1975 <br />The Board of County Commissioners of Orange County met in Special Session <br />on Monday, February l0, 1975, in the Commissioners Room of the Courthouse in <br />Hillsborough, N. C., at 8:00 p.m. _ <br />Members 2resent- Chairman Flora Garrett, Commissioners Norm Gustaveson, <br />Jan Pinney, Nor^~an Walker, and Richard E. whitted. <br />Members Absent: None <br />Mrs. Mary Scroggs, Chairman of the Board of Education of the Chapel Hi11- <br />Carrboro City Administrative 'Jnit and Dr. Robert Hanes, Superintendent of the <br />School Unit were present to discuss with the Board of County Commissioners <br />possible desposition of the land known as the Northside School Site. <br />
