~~~ Pearson Stewazt of the Triangle S Council of Governments stated that the Raleigh-Durham Airport Authority was asking for expression of reaction of the local government in the area relative to the current proposal of running an aternate runway parrell to I-40. Discussion ensued. Mr. Stewazt stated that a public hearing would be conducted by the Airport Authority the first part of December. He referred to a copy of the resolution that had been filed with each member o£ the Board. Discussion ensued. Chairman Walker stated that he would entertain a motion for the approval of the resolution. Upon motion of Commissioner Henry S. Walker, seconded by Commissioner Melvin Whitfield it was moved that the resolution endorsing the improvements of the Raleigh-Durham Airport facilities be approved. Chairman Walker called €or the vote on the motion. Commissioner Flora Garrett, Henry S. Walker, Norman Walker., and Melvin Whitfield voted aye. Commissioner Richazd E. Whitted voted .nay. WHEREAS, the Raleigh-Durham Airport serves Orange County as a source of air transportation for its citizens and high priority things, and WHEREAS, the proposed improvements t0 the Raleigh-Durham Airport increase the safety and efficiency of the regional airport -service and as such are desirable actions on behalf of the airport users and the general growth and support of the regional economy, and WHEREAS.., there is very urgent need to modernize and update the Raleigh-Durham Airport in order to provide an adequate and safe facility to accommodate modern heavy aircraft now unable to operate there, and WHEREAS ,: loss of airline servXCe, even temporarily, due to deterioration and necessary rebuilding or major repair of the single runway available to air cazrier use would impose drastic economic harm and result in much personal hardship to the people of Orange County and the entire airport service area, NOW, THEREFORE, BE IT RESOLVED that the Bcard of Commissioners of Orange County applauds the efforts of the Raleigh-Durham Airport Authority over the past decade to plan far airport and terminal facilities necessary to provide safe and adequate air transportation to this entire area and urges the prompt approval and adoption of Master Plan B and the expeditious development of this Plan at the Raleigh-Durham Airport. chairman walker referred to Item #6 on the Agenda: (Consideration of the proposed 1974-1975 Road Improvement Program presented to the Board of County Commissioners by the State Department of Transportation.) The County Administrator explained that according to the General Statutes the State Board of Transportation must have an offical notification of the County to the proposed 1974-1975 Secondary Road Improvement Program. Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner Henry S. Walker, it was moved and adopted that the 1974-1975 Secondary Road Improvement Program as presented on Monday, November 4, 1974, by representatives of the State Board of Transportation be approved. Chairman Walker referred to Item #8 on the Agenda: (Consideration of a memorandum to Pearson Stewart from the State Department of Transportation concerning Iidprovements to Interstate Highway #85.) Pearson Stewart advised the Board that the memorandum conaerning improvements to I-85 did not mean that the Highway would be widened or anyother major construction. However, the Boazd of Transportation was seeking to locate area of concern such as guardrails, lighting, signs, and soforth. Chairman Walker referred to Item #2 on .the Agenda: (Report from Orange, Person, Chatham Mental Health Agency of programs operated in Orange County and their financing. ) Pat Walton, Executive Dircetor of the Orange, Person, Chatham Mental Health Center, filed copies of the annual budget by program' Salazy Sources by Code, Orange County Mental Retazdation Expenditures, Work Activity Center Expenditures and Revenues, and Orange County Developmental Day Caze Center Expenditures and Revenues with each member of the Board.
