~~~ <br />Pearson Stewazt of the Triangle S Council of Governments stated that the <br />Raleigh-Durham Airport Authority was asking for expression of reaction of the <br />local government in the area relative to the current proposal of running an <br />aternate runway parrell to I-40. <br />Discussion ensued. <br />Mr. Stewazt stated that a public hearing would be conducted by the Airport <br />Authority the first part of December. He referred to a copy of the resolution <br />that had been filed with each member o£ the Board. <br />Discussion ensued. <br />Chairman Walker stated that he would entertain a motion for the approval <br />of the resolution. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner <br />Melvin Whitfield it was moved that the resolution endorsing the improvements <br />of the Raleigh-Durham Airport facilities be approved. <br />Chairman Walker called €or the vote on the motion. <br />Commissioner Flora Garrett, Henry S. Walker, Norman Walker., and Melvin <br />Whitfield voted aye. <br />Commissioner Richazd E. Whitted voted .nay. <br />WHEREAS, the Raleigh-Durham Airport serves Orange County as <br />a source of air transportation for its citizens and high priority <br />things, and <br />WHEREAS, the proposed improvements t0 the Raleigh-Durham <br />Airport increase the safety and efficiency of the regional airport <br />-service and as such are desirable actions on behalf of the airport <br />users and the general growth and support of the regional economy, <br />and <br />WHEREAS.., there is very urgent need to modernize and update <br />the Raleigh-Durham Airport in order to provide an adequate and safe <br />facility to accommodate modern heavy aircraft now unable to operate <br />there, and <br />WHEREAS ,: loss of airline servXCe, even temporarily, due to <br />deterioration and necessary rebuilding or major repair of the single <br />runway available to air cazrier use would impose drastic economic <br />harm and result in much personal hardship to the people of Orange <br />County and the entire airport service area, <br />NOW, THEREFORE, BE IT RESOLVED that the Bcard of Commissioners <br />of Orange County applauds the efforts of the Raleigh-Durham Airport <br />Authority over the past decade to plan far airport and terminal <br />facilities necessary to provide safe and adequate air transportation <br />to this entire area and urges the prompt approval and adoption of <br />Master Plan B and the expeditious development of this Plan at the <br />Raleigh-Durham Airport. <br />chairman walker referred to Item #6 on the Agenda: (Consideration of the <br />proposed 1974-1975 Road Improvement Program presented to the Board of County <br />Commissioners by the State Department of Transportation.) <br />The County Administrator explained that according to the General Statutes <br />the State Board of Transportation must have an offical notification of the <br />County to the proposed 1974-1975 Secondary Road Improvement Program. <br />Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner <br />Henry S. Walker, it was moved and adopted that the 1974-1975 Secondary Road <br />Improvement Program as presented on Monday, November 4, 1974, by representatives <br />of the State Board of Transportation be approved. <br />Chairman Walker referred to Item #8 on the Agenda: (Consideration of a <br />memorandum to Pearson Stewart from the State Department of Transportation <br />concerning Iidprovements to Interstate Highway #85.) <br />Pearson Stewart advised the Board that the memorandum conaerning <br />improvements to I-85 did not mean that the Highway would be widened or <br />anyother major construction. However, the Boazd of Transportation was <br />seeking to locate area of concern such as guardrails, lighting, signs, and <br />soforth. <br />Chairman Walker referred to Item #2 on .the Agenda: (Report from Orange, <br />Person, Chatham Mental Health Agency of programs operated in Orange County and <br />their financing. ) <br />Pat Walton, Executive Dircetor of the Orange, Person, Chatham Mental <br />Health Center, filed copies of the annual budget by program' Salazy Sources <br />by Code, Orange County Mental Retazdation Expenditures, Work Activity Center <br />Expenditures and Revenues, and Orange County Developmental Day Caze Center <br />Expenditures and Revenues with each member of the Board. <br />
