418 <br />Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner Melvin <br />Whitfield, it was moved and adapted, that the September minutes be approved. <br />Chairman Walker refereed to Item I on the Agenda: (Pearson Stewart and Mark <br />surnhams A. Discussion of the Community Improvements Act. B. Response to the <br />Farmers Home Administration Inquiry. "Is the proposed Hillsborough sewer plant <br />consistent with County Water and Sewer plans:") ~ <br />A. Pearson Stewart of the Triangle J Council of Governments filed, With the <br />Board, a copy of a report entitled "Community_Deyelopment Title I of Housino and <br />Communit Develo ment Act of 1974." He then proceeded to review the~~requirements <br />for making application under "Community development Title I of Housin and Commun- <br />._ ~L.._.._.__ <br />Sty Development Act of 1974." <br />B. The County Administrator presented a letter dated October 10, 1974 from <br />the Town of Hillsborough with the request that the Board reply to the Farmers - <br />Home Administration question. Said letter stated "Farmers Home Administration <br />requires that any sewerage system be consistent with the County water and sewer <br />development plans. Please advise if the proposed system is consistent with the <br />County water and sewer plans." <br />Chairman Walker asked Mark Burnham to comment on the request. Mr. Burnham <br />presented the plan that was made entitled "Research Triangle Development Guide _ <br />A rim 1 1969." He reviewed the proposals contained ih the guide and stated that~the <br />guide had proposed a downstream flow for a new sewerage plant, however, tfie <br />money situation for the Town of Hillsborough makes it impractical for them to <br />change the current location of sewer lines. <br />Chaff=man Walker stated that the next items of business had not been included <br />on the Agenda, however, with the Board's permission he would like to recognize <br />John Eaton, Director of the Hillsborough Activity Center. Mr. Eaton requested the <br />aoard to declare the week of October 21-26 as "Count The Children Week." He <br />stated that the purpose of this week was to bring to the recognition of the citizens <br />of the state that there was a need to identify mentally and handicapped children <br />as there was now an effort being made to assist these children. A voluntary <br />census will be taken during "Count The Children Week." <br />Uppn motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />E. Whitted, it was moved and adopted, that the Orange County Board of Commissioners <br />proclaim October 21-26 as "Count The Children Week." <br />Chairman Walker recognized Sim Efland. Mr. Efland inquired as to what had <br />happened to the Industrial Development Committee that had been appointed some - <br />years previously by the Board of Commissioners. He stated that job opportunities <br />are going to be needed in this area and he felt that this committee shpuld be - <br />pursuing industrial growth for the area. i <br />Chairman Walker referred to Item III on the Agendas (Continued discussion <br />of renting office space outside the.Covrthouse.) <br />The County Administrator advised the Board that he had been able to locate <br />four (4) office spaces outside the Courthouse. He stated that three (3) of these <br />spaces could be rented for $175.00 per month and that one (1) of these spaces <br />could be rented for $135.00 per month. Mr. Gatos stated that the lack of space <br />is critical and that there were five (S) additional employees who were being <br />hired, but there was no office space available for the new personnel in the <br />Courthouse and that some of the offices now located in the Courthouse must be <br />moved to other areas. Discussion ensued. <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />E. Whitted, it was moved and adopted, that $2,000 be taken from the Contingency <br />Fund to be used for renting additional office space. The County Administrator <br />was authorized to proceed with the matter of allocating all office space. <br />Chairman Walker referred the Board to Item TI on the Agendas (Continued <br />discussion of the proposed County Recreation Ordinance.) <br />The proposed Ordinance was reviewed and Commissioner Flora Garrett had <br />suggested some minor changes in said Ordinance. Discussion ensued. <br />It was agreed that a Public Hearing on the proposed Ordinance Relating to <br />Public Recreation and Parks for Orange County would be held on Tuesday, November <br />19, 1974, at 8 P.M. in the Superior Courtroom at the Courthouse in Hillsborough <br />and the Clerk was instructed to send copies of the amended Ordinance to all - <br />members of the Recreation Committee. <br />The matter of the Sedimentation Task Force Committee was brought before <br />the Board. Discussion ensued on the proposed Task Farce Committee members. _~ <br />Commissioner Flora Garrett pointed out that there would be a Erosion and Sediment <br />Control Seminar and that she would like to have the members of the committee <br />attend the seminar. <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner. Richard E. <br />Whitted, it Was moved and ddopted, that Quentin Patterson, Ebert Pierce, Kurt Jenne, <br />Sam.Gattis, P. A. (Arnie) Vesilind, Bruce Crumpton, William Breeze, James Freeland, <br />Charles Johnston, Shelton Merritt, Roy Wilkerson, Thomas Gates, George Tate, Mark <br />Burnham and Bill Campbell be appointed as members of the Citizens Sedimentation <br />Task Force and that the membership be left open far additional nominees of persons who <br />were interested in the sedimentation problem. <br />L~ v <br />
