Rojas Montes de Oca, Jr., Director <br />DATE: March 24, 2009 <br />SUBJECT: Fire Rescue Study Update <br />This is an update of activities undertaken by staff to continue the process of <br />commissioning a new study of the County's fire, rescue and emergency medical <br />services. Since my arrival in 2008, Emergency Services and the County <br />Manager's Office have been working with area first response agencies to re- <br />activate astudy to determine best practices suitable for Orange County. <br />You may recall that on March 3, 2009 I presented to the BOCC a concept of <br />breaking the study into three phases. The idea behind the phased approach is: <br />1. Better manage limited funds; <br />2. Allow a measured, focused review of the process at each step or phase; <br />3. Allow time between intervals to communicate with all stakeholders; and <br />4. Utilize a consultative organization to develop the first phase (Where are <br />we?) and help us throughout the RFP development process to develop <br />phases two and three. <br />The BOCC approved this approach and directed staff to send solicitation letters <br />to a select group of organizations seeking their interest in assisting us. Assistant <br />County Manager Harvey and I prepared the attached letter and I have sent it to: <br />The International City and County Manager's Association (ICMA); The <br />International Association of Fire Chiefs (IAFC); Oklahoma State University (OSU) <br />and Texas A&M (TEEX). <br />Care • Serve • Survive <br />
