<br />Melvin Whitfield, it was moved and adopted, that said plat be approved.

<br />Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner Flora
<br />Garrett, it was moved and adopted, that said plat be approved.

<br />Upon motion of Commissioner !-lenry S. Walker, seconded by Commissioner Melvin
<br />Whitfield, it was moved and adopted, that said plat be approved.
<br />6. Sands and Baker in Eno Township.
<br />Upon motion of Commissioner Henry 5. Walker, seconded by Commissioner Melvin
<br />Whitfield, it was moved and adopted, that said plat be approved.
<br />7. Paul Minor dated December 13, 1973, 7 acres in Chapel Hill Township.
<br />The County Planning Officer advised the Board that this plat had been
<br />previously approved by the '"ounty Planning Board and the Board of Commissioners,
<br />however, Mr. Minor had failed to present the plat far recording within the required
<br />thirty (30) day period, therefore, he was requesting that the board reapprove
<br />the plat.
<br />Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner
<br />Henry S. Walker, it was moved and adopted, that the plat of Pual Minor be
<br />reapproved.
<br />Chairman Walker referred to Item I on the Agenda (hrrs. Alice Welsh to
<br />discuss a citizens Task Force for Sediment Control.)
<br />Chairman Walker recognized Mrs. Alice Welsh. Mrs Welsh reviewed the need
<br />for some: type of sediment control Ordinance for the county. She requested the
<br />Board to appoint a committee that would involve people from across the county
<br />for the purpose of studying and making recommendation that would work for the
<br />entire area. Mrs. Welsh stated that she felt the Board needed to involve all
<br />the agencies and the elements that would be effected by the proposed Ordinance
<br />and that she would like to see the Board take the leadership in the formation
<br />of a xask Force for Sediment Control.
<br />Chairman Walker referred to Item TT on the Agenda: (Mr. Elmer Oettinger.
<br />A general discussion of Cable Television with particular reference to County
<br />franchising).
<br />The County Administrator advised the Board that Dr. Oettinger's appointment
<br />was not until eleven o'clock. Chairman Walker referred~to the next item on the
<br />Agenda.
<br />Chairman Walker referred to Item III on the Agenda: (Appointments: A,
<br />A,j-oint session with the County Board pf Education to fill a vacancy on the
<br />County A.B.C. Board. The term of J. T. Gobbet has expired. B. Eno Fire
<br />Protection District Trustees: The officers of the Eno Volunteer Fire Department
<br />have recommended that Mrs. T. S, Coile and Mr, Fred Crabtree be reappointed as
<br />Trustees and that the Third trustee be selected from the following group: 1.
<br />J. M. Flowers, 2. Eugene Wilson, 3. Kenny Hicks)
<br />Roland Scott, Chairman of the Orange County Board of Education, Mrs. Emma
<br />Sue Loftin, H. G. Coleman, Jr., and Richard Simpson, members of the Orange
<br />County Bvard:.of~.Education, and George Williams, Superintendent of the Orange County
<br />School Unit, were present.
<br />Chairman walker stated that under the General Statutes of North Carolina
<br />it was the responsibility of the County Board of Education, the County Board of
<br />Health, and the County Board of Commissioners, to appoint the members of the
<br />A,B.C, Board. However, since there was a district Health Board instead of a
<br />County Health Board, then these appointments were made jointly by the County
<br />Board of Education and the County Board of Commissioners. Chairman Walker stated
