n.~ <br />~.;~ <br />The County Administrator advised the Hoard that Mr. Gobbel's term on the <br />A. B. C. Board had expired in March, however, that in order tv make this <br />appointment it by Statute must be done in conjuction with the Orange County <br />Board of Education. Discussion ensued. Action was deferred on this matter <br />until the September meeting. <br />Item IV on the Agenda (Mark Burnham, Triangle J Council of Governments, <br />to make a brief report on sedimentation control.) <br />Mr. Burnham reviewed the background information leading to the adoption <br />of state-wede legislation on sedimentation control. He filed with the Board <br />copies of a proposed Sedimentation Control Ordinance. Mr. Burnham stated that <br />the Ordinance required that a County Sedimentation Control Office be employed <br />and that this official would be responsible of erosion control in all parts <br />of the county. He recommended that the Board consider the possibilities of <br />adopting one Ordinance for the entire County and that said Ordinance be <br />included and made a part of each Zoning Ordinance. Discussion ensued. The <br />Board agreed to review the matter after they had had an opportunity to read <br />the proposed Ordinance. <br />Chairman Walker presented the following letter from Patricia Stanford <br />Hunt, Representative to the General Assembley from the Fourth District. <br />The letter was addressed to Mr. I. H. Hinton, Director, Traffic Department, <br />Utilities Commission, Raleigh, North Carolina. <br />Tt seems we always wait until tragedy occurs before we are able to <br />marshall our resources and move. We have had such a tragedy in <br />Orange County last week. Raymond Andrews died because he could not <br />see the train coming in time to stop and the train engineer could <br />not see Raymond's truck in time tv stop h3:s train. <br />Various groups of people in Orange County have tried for several <br />years to have warning signals placed at railroad crossings here <br />in what they considered dangerous areas and their efforts have <br />been in vain. T do not intend to give the many citizens of Orange <br />who mourn the tragic and unnecessary loss of Raymond Andrews the <br />same answer .as has been given to them so many times. The state of <br />North Carolina and the Southern Railway Company may not believe <br />yet. that we have dangerous railroad crossings---but the people here <br />in Orange now know we do: <br />I propose to you that all railroad crossings on state maintained <br />roads have some kind of visual flashing signals or that a brakeman <br />be required to walk in front of the train carrying a flashing light <br />or that trains be required to stogy at every crossing and the <br />engineer check his clear passage before proceeding further. Obviously <br />only one of these alternatives is practical. T am incensed that <br />railroads have such power and authority that the safety of our citizens <br />is the last concern of them and their supervisors. <br />For now, I request that flashing electriv signals be placed on the <br />following location in Orange County: (1) the Estes Drive extension <br />at the Carrboro city limits; (2) at the Homestead Road crossing <br />about 1 mile from Chapel Hill Senior High School; (3) on N. C. 86 <br />halfway between Hillsborough and Chapel Hill; and (4) on the Eubanks <br />Road at the entrance to the newly located landfill serving most of <br />towns and county areas. <br />Secondly, I request that the sight vision be improved at the Estes <br />Drive crossing immediately. I do not know who is responsible for <br />keeping this vision safe but I do not want to have a lot of <br />correspondence on the matter that goes nowhere. Until these flashing <br />signals are installed, the Estes Drive crossing is extremely dangerous. <br />In fact, a young girl in Carrboro just outran this train immediately <br />before Mr. Andrews was killed. I have numerous conversations with <br />several people who have been frightened by the safety of this <br />situation. <br />Please, for once, lets show that bureaucracy and state government <br />can move expeditiously. <br />Discussion ensued on all the unmarked railroad crossing in the County. <br />Commissioner Melvin Whitfield stated that he would like to se the Board <br />enrose the contents of Representative Hunt's letter. Com.-nissioner Flora <br />Garrett stated she felt other areas of the county should included in any <br />action taken by the Board. Commissioner Henry S. Walker stated that he <br />felt that the officials of Southern Railway needed to get together with <br />the officials of the State Board of Transporation on the matter of unmarked <br />railroad crossings. It was agreed that each member of the Board did share <br />the concern expresed by Representative Hunt in her letter of August 14. <br />The Clerk was instructed to write the Southern Railway Company and the <br />State Board of Transportation. <br />
