� 72 <br />There being no further business to come before the Executive Session the meeting <br />was adjourned. <br />Norman Walker, Chairman <br />Betty June Hayes, Clerk <br />Approved <br />Items Filed: None --------------------------------------------------- <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />August 20, 1974 <br />The Orange County Board of Commissioners met in regular session on Tuesday, <br />August 20, 19749 at $ o'clock p.m. at the Commissioners Room in the Courthouse <br />at Hillsborough, N. C. <br />Members present: Chairman Norman Walker, Commissioners Flora Garrett, Henry <br />S. Walker, Melvin Whitfield, and Richard E. Whitted. <br />Members absent: None <br />Item I (Mental Health Agency to request an additional appropiration in order <br />that Developmental Day Care Center and the Work Activity Center might continue <br />to operate.) <br />Chairman Walker recognized Mrs. Pat Walton, Administrative Director of the <br />Mental Health Agency. Mrs. Walton advised the Board that if an appropriation of <br />at least $20,000.00 of local funds were not restored to the 1974 -197' Mental <br />Health Agency then the Work Activity Center in Hillsborough and the Developmental <br />Day Care Center in Chapel Hill would be forced to close. She stated that the <br />$20,000.00 of local funds, if reinstated, would be matched by a state grant of <br />$25,000.00. Discussion ensued. <br />Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner <br />Richard E. Whitted, it was moved and adopted that a twenty thousand dollar (20,000) <br />appropriation, be taken from the Contingency Fund, and allocated to the Orange - <br />Person- Chatham Mental Health Center and that this money be specifically used <br />for'.-the Work Activity Center in Hillsborough and the Developmental Day Care <br />Center in Chapel Hill. The Work Activity Center is to receive $10,000 and <br />the Developmental Day Care Center is to recieve $10,000 from this appropriation. <br />Item II of the Agenda (Approval of Schedule of Fees for the Building <br />Inspection Program.) <br />The County Administrator presented copies of the two Building Permit Fee <br />Schedule that he had secured from the Town of Chapel Hill and the City of Durham. <br />Mr. Gattis compared the two schedules and he then recommended the Fee Schedule <br />that was used by the City of Durham. He stated that these fees were adequate <br />and would cover the majoritity of the cost of the Building Inspection Program. <br />Mr. Gattis said that he had discussed with the officials of the Town of Chapel <br />Hill their Fee Schedules and that these officials had stated that the Town <br />was in the process of proposing a rate increase as the current Fee Schedule <br />was not sufficient to cover the cost of operating the program. Discussion <br />ensued. <br />Upon motion of Commissioner Melvin Whitfield, seconded by Commissioner <br />Flora Garrett, it was moved and seconded that Orange County adopt the Schedule <br />of Fees that are currently being charged in Durham County same to become <br />effective on September 1, 1974, with the understanding that this Fee Schedule <br />is to be reviewed in six (6) months in order that a determination can be made <br />as to the adequacy of the fees charged. <br />Chairman Walker called for a vote on the motion. Commissioners Flora <br />Garrett, Norman Walker, Melvin Whitfield, and Richard E. Whitted vote aye. <br />Commissioner Henry S. Walker voted nay. <br />
