<br />grading system and a need to relieve the overcrowding at Stanford High School <br />was involved. He stated that parents will be more than a little upset unless <br />something can be done to correct the current situation, <br />Emma Sue Loftin, Member df the Orange County School Board, stated that it <br />was imperative to get out of Grady Hrown School as the State Department of <br />Education, the Grand Sury and the Health Department were some of the Agencies <br />involved in requesting that the school be vacated and that reorganization cannot <br />be accomplished without the proposed new elementary school. <br />Sam Holton, Member of the Chapel Hill-Carrboro School Board, advised the <br />aoard that on Saturday, June 29th the Orange County Democratic Convention had <br />overwhelmingly supported a Resolution for the reinstatement of the funds that <br />had been taken from both school units budget. <br />Roland Scott, Chairman of the Orange County Board of Education, stated that <br />his Board could not live with the financial situation if the Board df Commissioners <br />cannot come up with the money then the County School Board "will be back in teuch". <br />Mary Scroggs, Chairman of the Chapel Hill-Carrboro City Administrative <br />Unit, stated that her Board already had $3,020,000,00 committed under contract <br />and that her Board was now in the position of an expansion program at the <br />high school. The first phase of the project is now committed. A auditorium <br />and cultural arts building is in the planning stages. She stated that the longer <br />the delay in proceeding with the plans would make the State School Bond money <br />buy less. She stated that a portion of the State School Bond money would be <br />used for expansion of the current facility. Mrs. Scroggs stated that she hoped <br />the Board would seriously consider the needs of both the school units and that <br />she joined with Mr. Scott in a hope that the matter would be resolved today, <br />If not her Board would sit down with the Board of Commissioners as granted under <br />General Statutes 158.87. <br />Peachy Wicker, Member of the Chapel Hill-Carrboro School Board, stated that <br />her Board did not arrive at the Capital Outlay needs in an abstract manner, <br />that public hearings were held in order to secure the wishes of the constituency <br />of the area. <br />Eddie Caldwell, Member of the Chapel Hill-Carrbbre School Board, stated that <br />it gets flustrating when you can't let a contract and that effective planning <br />requires you to get in your bids npw, He stated cuts in the past have npt allowed <br />for the maintenance of school buildings ,and that these cuts never allowed a <br />building to be prepezljr completed. <br />Sam Holton, Member of the Chapel Hill-Carrboro School Board, stated that <br />- everyone was aware of building cost and that the present tdoney to save is <br />~ building money and that he feels his Soard has acted responsiveiy in preparing <br />- this years budget. He urged the Board to consider adding one or two more cents <br />on the tax rate as he felt the County could get more for its money. <br />,7erry Cohen commented on the increased cost of building. He said he felt <br />the county was losing money by having a building fund. Discussion ensued. <br />commissioner Richard E. Whitted recommenfled that the Board restore <br />5180,000. to the School Capital Outlay Funds and $20,000, to the Mental Heaith <br />Center. <br />The County Administrator inquired "de you mean leave the nickel on the <br />bottle at $60,000"'? Commissioner Richard E. Whined answered "yes". <br />Commissioner Richard E. Whitted then stated if it is in order I would like <br />to put this in the form of a motion. <br />Upon motion of Commissioner Richard E. Whitted, seconded by Commissioner <br />Flora Garrett, it was moved that the County restore $180,D00. to the School <br />Capital Outlay Funds and $20,000, tv the Mental Health Center. <br />Discussion ensued. <br />Commissioner Richard E. Whi ned stated that he was perfectly willing to amend <br />his original motion and he moved that the Board restore"$180,000, to the Capital <br />Outlay Funds and to restore S10,000., to the Mental Health Center making a total <br />of $190,000. restored to the deleted funds. <br />Commissioner Flora Garrett agreed td the amendment, Discussion ensued. <br />Mary Scroggs, Chairman of the Chapel Hill-Carrboro City Administrative Unit,. <br />stated that "we can live with the current expense allocation, we will not press <br />the point". She stated that the School Board voted on the matter on Saturday. <br />Chairman Walker called for a vote on the motion. <br />Commissioners Flora Garrett, Henry S. Walker, Melvin Whitfield, and Richard <br />t E. Whitted voted aye. Commissioner Norman Walker voted nay. Chairman Walker then <br />declared the motion passed. <br />Chairman Walker inquired if the Board wished tb decide what to do with <br />the Fund Balance. The County Administrator advised the Board that the Fund <br />Balance amounted to $210,Op0. He stated that the Board needed to adjust the <br />
