~,7 ~ <br />Mary 5craggs, Chairman of the Chapel Hill-Carrboro School Board, stated that <br />as a private citizen she was not committed to the sixty (60G) cent tax rate. <br />Page SS - Utility Fund - Account Code (Not Given) Orange-Alamance Water System <br />study. <br />Commissioner Flora Garrett stated she felt the $1,500.00 need For the study <br />should be paid for by the water system's customers. <br />The County Administrator explained the plans of the study and its long range <br />affects. <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />E. Whitted, it was moved, that the $1,500.00 request of the Orange-Alamance <br />Water System be deleted from the Budget. <br />Chairman Walker called for the vote. Commissioners Plora Garrett, Henry 5. <br />Walker, Melvin Whitfield, and Richard Whitted voted aye. Commissioner Norman <br />Walker voted nay. <br />Page 57 - Sdcial Services Fund - Account Code (Not Given) <br />Chairman Walker advised the Eoard that it was necessary to amend th?s request <br />due to the fact that the State had already required the County to agree`to <br />appropriate $5,500.00 and that this amount must be split between Aid To The <br />Aged and Aid To The Disabled. The Board agreed to amend the Social Service Fund <br />to add the required $5,500.00. <br />Page 74 - Special School Fund - Account Code (Not Given) <br />Mary Scroggs, Chairman of the Chapel Hill-Carrbara School Board, stated that <br />in view of the cuts that had been done to the Capital Outlay and the School Current <br />Expense budgets she was requesting that the Beard amend tha previous request bf <br />the Chapel Hill-Carrboro School Unit and set the Special School District Tax Rate <br />at twenty seven and one-hal£ (2730 cents. <br />Discussion ensued. <br />Upon motion of Commissioner Flora Garrett, seconded by Commissioner Richard <br />E. Whitted, it was moved and adopted, that the Special School District Tax for <br />Chapel Hill be set at twenty five and one-half (253q¢) cents or at one cent (lfi) <br />equals 532,000.00. <br />Mary Scroggs, Chairman of the Chapel Hill-Carrboro School Board, advised <br />the Board of an intent to file a Notice of Appeal against the actions a£ the Board <br />of Commissioners as they relate to the Chapel Hi 11-Carrboro School Unit's Current <br />Expense, Capital Outlay and Special School District Tax budget request. Mrs. <br />Scroggs stated "we cannot live with these cuts they are more than we can absorb". <br />She stated "a formal Notice o£ Appeal will be filed with your Clerk if the School <br />Board agrees". <br />The Board requested the County Administrator to advise them of the amount of <br />the items that had been deleted from the proposed 1974-1975 Budget. <br />Mr. Gattis advised the Board that there was a certain amount of danger <br />involved in trying to compute the Figures in the manner requested and that he <br />would prefer to have time to properly evaluate the items deleted and those added <br />back or amended. He was requested to total the amounts that he had recorded. <br />Mr. Gattis tabulated his records and advised the Board 'that the deletions amounted <br />to $409,673.OO.Discussion ensued. <br />Upon motion of Commissioner Henry S. Walker, seconded by Commissioner <br />Richard E. Whitted, it was moved and adopted, that the County Administrator be <br />permitted to review and re-check the action taken by the Board on the proposed 1974- <br />1975 Budget and that this review be presented to the Board for their consideration <br />on, Monday, July 1, 1974. <br />There being no further business to come before the Board the meeting was <br />adjourned. <br />~7 <br />C.
