2 <br />1. <br />Clear desired outcomes must be articulated in advance of any value engineering <br />initiative. Presented glow are some outcomes that the Board may choose to <br />endorse for value engineered projects. <br />• We wish to ensure that an independent review of each building system is <br />incorporated into the fabric of the design phase from concept through <br />construction. Reviews could include, but would not be limited to the <br />following: <br />• HVAC systems <br />• Materials used in construction (brick vs. block vs. stucco etc.) <br />• Best delivery times /methods for materials during construction <br />• Design function vs. Design fashion <br />• Future use potential (ease of adaptability for changing uses and /or <br />expansion of the building) <br />• We wish to ensure that programmatic specifications as put forward by the <br />planning committee or potential users of a facility are questioned as to <br />their functionality vs. their cost; <br />• We wish to ensure that every cost saving means available to the project <br />is explored for feasibility and implemented when practical. <br />The Board is requested to provide direction regarding: <br />• The accuracy or desirability of the outcomes listed; and <br />• To cite any additional outcomes the Board may wish to include. <br />z <br />The second critical element to initiating value" engineering into County funded <br />projects is identification of the process by which value engineering- LsL carried out. <br />This- is necessary in order to provide clear direction~ to =bothz.tho'-value„-engineer <br />and the entity for-which the service is to be provided. <br />Critical elements of the process include, but may not be limited to the <br />following: <br />• Qualified personnel to value engineer the project; <br />• Clear reporting lines for the value engineer; <br />• Clear scope of work for the value engineer (including clear direction on <br />how the project status is to be communicated; to whom and how often); <br />• Well- articulated means of measuring effectiveness of value engineering <br />function. <br />The recommended service delivery method would have the County <br />contracting with an outside consultant, either a person or a firm. The County <br />would hire this resource and they would address both County and School <br />projects funded by the County. <br />
