d. Town of Carrboro -The Manager's Office administers the Carrboro CDBG Small <br />Cities program and the Planning Department is responsible for planning and policy design <br />for housing development. <br />e. Hillsborough Planning Department -Responsible for planning and policy <br />development for the Town, including the recently-adopted 2010 plan. <br />f. Orange County Economic Development Commission -Responsible for <br />implementation of economic development initiatives in the County. <br />Non-Profit Organizations <br />a. Orange Community Housing Corporation - A nonprofit housing development <br />corporation, whose operating budget is funded by Orange County, Chapel Hill, and <br />Carrboro governing boards. OCHC is also a central clearinghouse for information about <br />other non-profits' housing efforts, including Orange County Mental Health Association, <br />AIDS Service Agency, local churches and other involved in housing assistance. <br />b. Orange County Habitat for Humanity, Incorporated - A strong local affiliate of the <br />national organization. <br />c. InterFaith Council for Social Service -Operators of the homeless shelter and chief <br />advocates for the homeless population. IFC also offers a program to prevent <br />homelessness through financial assistance to families that are at risk of losing their <br />permanent housing. <br />d. Orange Congregations in Mission -Serves northern Orange County, offering <br />programs that prevent homelessness through financial assistance to families that are at <br />risk of losing their permanent housing. <br />e. Joint Orange-Chatham Community Action Agency -The local community action <br />agency offering a wide variety of rehabilitation, weatherization, counseling, and financial <br />assistance to very low income families. <br />f. Pine Knolls Neighborhood Development Association - anon-profit involved in .the <br />construction of 20 housing units in the Pine Knolls neighborhood. <br />g. EmPOWERment, Inc. - is a community development corporation that promotes <br />models of community building, problem solving and social action to mobilize low-income <br />communities to build shared vision and power for community change. <br />h. Northside Community Association - is a neighborhood organization that <br />represents people, issues and needs of the Northside Community. Emphasis is placed on <br />preserving the existing community ad promoting affordable housing. <br />27 <br />
