- Establishing incentives for affordable housing applications to all large scale <br />developments; <br />- Work with local non-profit organizations to establish a "Homebuyer's Pool" and a "Home <br />Savers Club" for low and moderate income homebuyers; <br />- Work with senior citizens to keep houses in the community through programs such as <br />reverse mortgages, home sharing, assisted living facilities, and home repair; <br />- Establish a pilot program that would assist those affected by welfare reform that would <br />include vocational and entrepreneurial training, micro business lending and assistance <br />with transportation. <br />The consultants are expected to submit a written report of their findings and <br />recommendations to the Town of Chapel Hill soon. At that time, the Town will make the <br />report available to the public. <br />Lastly, the recommended 1997-98 Community Development Plan allocates funds to GOOD <br />WORK, anon-profit organization, for creation of a small business development program <br />in Chapel Hill. This program would provide job training opportunities to lower income <br />residents. In addition, the program would offer a comprehensive business development <br />program that includes access to loans, entrepreneurial training, technical assistance and <br />an ongoing network of peer support. GOOD WORK conducts extensive outreach into low <br />income communities, targeting potential entrepreneurs who have a marketable skill but <br />may lack the resources and expertise to successfully capitalize and manage a business. <br />J. INSTITUTIONAL STRUCTURE. Important actors in achieving Orange County's low- <br />income housing goals are: <br />Public Institutions <br />a. Orange County Housing and Community Development Department - <br />Responsible for administration of the Section 8 program for the County; the CDBG small <br />cities program and serves a lead agency for the Orange County HOME Consortium. <br />b. Chapel Hill Department of Housing -Operates as the Town's Housing Authority, <br />managing public housing in Chapel Hill and Carrboro. <br />c. Chapel Hill Planning Department - Administrator of the Town's CDBG entitlement <br />program. Also, responsible for long range planning and policy design for housing <br />development, and implementing the Town's affordable housing program. <br />26 <br />
