human services priorities, an acceptable safety-net <br />(essential elements of well-being) for adults and families with children, <br />current resources available to meet the needs and gaps in the resources to <br />support the needs." <br />More than 40 citizens, including human service professionals, citizen activists, and human <br />service consumers participated on the Task Force. <br />The Task Force presented recommendations to the Orange County Board of <br />Commissioners in October 1996. The group advised the following guiding principles for <br />future program planning, development, and implementation. <br />• Provide the essential elements of well-being, not otherwise accessible through <br />the private, non-profit and public sectors. The essential elements of well-being <br />are: <br />Survival Growth/Development Econ Self-Sufficiency <br />• Food • Health Care Work (income)/Training <br />• Shelter • Safety Transportation <br />• Clothing • Education Dependent/Child Care <br />• Develop policies, regulations and guidelines that help realize the outcomes of <br />well-being and economic self-sufficiency and that demonstrates cost savings, <br />cost benefits, or cost effectiveness. <br />Make investments in programs that contribute to outcomes of well-being and <br />economic self-sufficiency and that demonstrate cost savings, cost benefits, or <br />cost effectiveness. <br />• Provide incentives to create jobs above the minimum wage to ensure economic <br />self-sufficiency for all Orange County citizens. <br />The 1997 Task Force <br />Based on the foundation of the 1996 report, and the direction of the North Carolina General <br />Assembly, more than 30 members of the original Task Force reconvened in October, 1997 <br />to develop outcome goals, identify barriers and recommend strategies to overcome the <br />barriers and achieve the outcomes. Task Force members represented both the public and <br />private sectors. and included educators, clergy, business leaders, private non-profit <br />managers and staff, retirees, community activists, human service professionals, and public <br />assistance recipients. <br />22 <br />
