4. EmPOWERment, Incorporated and the neighborhood associations requested <br />$120,000 of HOME Program funds for neighborhood revitalization activities in <br />Orange County. <br />Staff Response: Last fiscal year, 9998-99, approximately $290,000 of HOME <br />Program funds were budgeted for neighborhood revitalization activities in Orange <br />County. Eligible activities for this .program include property acquisition, <br />rehabilitation, and new construction of housing. Approximately $150, 000 of These <br />funds remains unspent, though a portion of these funds is reserved for families <br />living in the Northside neighborhood where house renovation is scheduled to be <br />completed this Spring. No additional funding for this program is recommended at <br />this time. <br />4. The Orange Community Housing Corporation requested $120,000 of HOME <br />Program funds to construct a total of forty-eight town houses -fourteen on Scarlett <br />Drive ($70,000) and thirty-two in the Meadowmont development ($50,000). <br />Stafif Response: The HOME Program Council recommends the allocation of <br />$70, 000 for the Scarlett Drive project and $50, 000 for Meadowmont. Orange <br />Community Housing Corporation is a designated Community Housing Development <br />Organization (CHDO). <br />5. L. Lane Sarver, on behalf of the First Baptist Church, .requested that their <br />proposed Section 202 apartment complex with 32 units for the elderly be included <br />in the Consolidated Plan update. <br />Staff Response: This project-will be included in the 1999 Update. <br />11 <br />
