In a memorandum to the Mayor and Council on March 15, 1999, <br />the staff recommended that if the Council determined that improvements are required (i.e. <br />reconstruction of the curb and gutter along West Rosemary Street to align with the curb <br />and gutter west of Sunset Drive; reconstruction of the existing sidewalk along West <br />Rosemary Street; and replacing the existing curb cut on West Rosemary Street with <br />standard curb and gutter), we would obtain cost estimates for the improvements and return <br />to the Council with a funding plan. <br />Staff Response: The proposed 1999-2000 Community Development Plan includes <br />budgeting $20,000 of Community Development funds for this project. <br />HOME PROGRAM COMMENTS <br />1. Orange- Person-Chatham (OPC) Mental Health Agency <br />Pat Connolly of OPC requested $150,000 of Community Development or HOME Program <br />funds to purchase housing for lower income people with disabilities. <br />Staff Response: We propose to budget $60, 000 of 1999 - 2000 HOME Program <br />funds for this activity. <br />2. Habitat for Humanity of Orange County, Inc. <br />Habitat for Humanity requested $50,000 of HOME Program funds to purchase land to build <br />Habitat homes via letter. <br />Staff Response: This requesf is included in the proposed 1999 - 2000 HOME <br />Program plan. <br />3. EmPOWERment Incorporated <br />Myles Presler, Director of EmPOWERment Incorporated, requested $200,000 of HOME <br />Program funds to purchase an eleven-unit apartment building in the Carr Court <br />neighborhood in Carrboro. <br />In a memorandum dated April 13, Myles Presler requested that the Council consider a <br />revision to the proposed plan (Memorandum attached).
