Fikes <br />TELEPHONE NUMBERS: - - ezt. 2490 <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 227-2031 <br />PURPOSE: . <br />To adopt a resolution approving the 1999 Consolidated Housing_Plan Annual Update and' approve <br />the proposed HOME Program Activities for 1999-2000_ ; <br />BACKGROUND: . ~ , _ <br />In 1995, a Consolidated Plan for Housing and Community Development Programs in Orange. <br />County was developed and approved by the U.S. Department of Housing. and Urban Development <br />(HUD). This document details the housing needs of very low income, low income and moderate <br />income families and special population groups in addition to outlining: the strategies and plans .for <br />addressing those needs. The Consolidated Plan is required for all communities receiving HOME <br />funds and CDBG entitlement funds (Chapel Hill) and was. developed in 1995 by County and Town <br />staff. <br />Each yeaz, local communities aze required to submit an Annual Update to the Consolidated Plan to <br />the State HUD Office by May 15~'. This Update includes the 1999-2000 Community Development <br />Plan for the Town of Chapel Hill and the 1999-2000 HOME- Program Action Plan- for the Orange <br />County HOME Consortium. Public hearings were held by the Chapel Hill Town Council on <br />January 27 and March 30 and by the BOCC on Macch 3, 1999 to receive citizen comments <br />regarding the Update prior to development. <br />The Annual Update has now been developed by County and Town staff, and, as required by HUD, a <br />public comment period was established by staff as April 14 -May 14, 1999. In order to inform the <br />general public of this opportunity and encourage participation, a Notice of Public Comment was <br />placed in the Chapel Hill Herald. <br />Further, in accordance with the Orange County HOME Consortium Agreement approved in June <br />1996, as amended, the HOME Program Design for each year must be approved by all jurisdictions <br />prior to submission to HUD. The Program Design is scheduled for approval by Chapel Hill on <br />April 26, Carrboro on May 11, and Hillsborough on May 10. <br />
