6 <br />The subcommittee recommends that `discernible <br />impact' should be further quantified to note no increase <br />in traffic or units or decrease in open space. <br />B. Office Assembly/Conditional Use; OA/CU (minimum size and <br />total amount). <br />1. The ordinance section regazding the 25 acres as the <br />maximum number of OA/CU acres in the City and NSA is <br />acceptable. Additional OA (the district that now exists <br />within the Carrboro planning azea) acres could only be <br />added to the NSA by a rezoning approval by the County. <br />2. A modification by addition of language to.create a four <br />(4) acre minimum to an OA/CU district is <br />recommended. This new regulation will limit the <br />maximum number of separate districts to six. Therefore, <br />OA/CLT districts could range in size from 4 to 25 acres with <br />the total amount fixed at 25 acres. A large map of the NSA <br />and town (available on poster board at the meeting) <br />indicates the potential size~and placement of three 8.3-acre <br />districts. <br />3. Add language that during the first OAICU project, no <br />other approvals for OA/CU can be made until an <br />evaluation of the first project is completed. This <br />evaluation only occurs after the first project unless the <br />Boazd of County Commissioners, at a later date, wishes to <br />suggest an ordinance amendment proposing a different <br />evaluation process. <br />C. Village Mixed Use (VMU) (Location, Density, and Phasing) <br />The subcommittee reviewed the residential density ratios <br />noted in the Carrboro Planning Staff memo of April 26. <br />The subcommittee noted the need to see a fizrther <br />breakdown of information. <br />1. The determination of what density was being created by <br />VMU districts in the NSA is noted in the recent memo <br />'` from Carrboro dated Apri128. In this case the planning <br />staff sought to decipher NSA density projections and <br />compare to the NSA plan which was adopted last yeaz.
