4 <br />SUBCOMMITTEE REPORT AND <br />RECOMMENDATIONS <br />Carrboro Northern Study Area <br />Land Use Ordinance <br />Based on discussion from the April 20, 1999 Board of Commissioners meeting <br />regarding the above referenced implementation ordinance, the Board Chair, Alice <br />Gordon suggested a subcommittee be formed to address the remaining primary <br />issues: <br />A. County Involvement in Development Review Process (i.e. <br />Conditional Use vs. Master Plan Process) <br />B. Office Assembly/Conditional Use (OA/CU) District (Minimum <br />Size and Total Amount) <br />C. Village Mixed Use (VMLn District (Location, Density and <br />Phasing) <br />The subcommittee included Commissioner Margaret Brown, Commissioner Barry <br />Jacobs, County Attorney Geoff Gledhill, and County Planning Director Craig <br />Benedict. Primary discussions were held on Tuesday, Apri127, 1999. <br />The findings and recommendations which track the primary issues A, B, and C, <br />are as follows with recommendations noted in bold: <br />A. County Involvement in Development Review Process <br />1. The two methods for approval of a VMU district (master <br />plan/rezoning and conditional use/rezoning). are <br />acceptable. However, two additions, items a and b below <br />are recommended. <br />a) In both methods, the applicant for VMU district <br />should meet with Carrboro and Orange County <br />Planning staff rior to the formal submittal of the <br />Rezoning application to informally discuss the <br />preliminary rezoning development plan. <br />b) Delete language in Section 4 of the proposed <br />-- implementation ordinance (noted on pages 8 and 9 of <br />the 35 page document attached to the end of this agenda <br />item) and being part of Section 15-141.2(g)(5)a as <br />shown in following excerpt. <br />1\CARR\SYS\PLANNING\CRAIG\CARSTUDY.DOC <br />
