He stated that the Ehgiaesrs <br />were surveying SR #1516 and that this was the wrong road, in that, SR #1515 was the <br />one that had been designated for paving. Dissuasion ensued. <br />Mr. Watkins agreed that the matter would be investigated. <br />Chairman Walker recognized Mrs. Richmond Band and Mrs. Betty Geer. Mrs. Bond <br />presented s report. on the services rendered by the Chapel Hill Library. A budget <br />reoueat oP $25,900 was presented. This represents a PiPteen per sent (15~) increase <br />oRer the 1973-1974 allocation, however, it wsa pointed out that the increase was <br />due to a rise 3n operating cost and a coat of living raise for the library's <br />employees. Mr. Osterman in turn introduced Mrs. Annie Lockhart, A. T. "Sandy" <br />Davison, and Cecil Stanford, acme of the Trustees oP the Confederate Memorial <br />Library. Mr. Osterman presented a budget reoueat that amounted to $196,507. <br />He stated that $54,007 would include the 7.5 per sent inerease in staff salaries <br />and funds Por the purchase of audio-visual materials. He pointed out that last <br />year the Board had requested funds for the construstian oP a new library Panil3ty <br />due to the fact that the present facility is totally insdeauate and that the <br />137,500 wsa being included again as a reaueet Por a new library Paaility. k'b.ch <br />of the Trustees spoke in behalf of the Library Budget as it had been presented. <br />(For copy oP budget reaueet see Commissioners Minute Docket Book 8, page ~'-=-` <br />Chairman Walker recognized C. D. "Soak" Knight, Sheriff. The total budget <br />reaueet Por the Sheriff's Departweat amounted to $373,150. Sheriff Knight stated <br />that he wished to apply for a Law khforcement Administration Assistant Grant <br />and that Chia grant would allow him to employ a record clerk and a public relations <br />officer. The grant would fund. up to ninety per cent (90~) of the coat and the <br />county's portion would amount to $80q.00, however, before he could file Por the <br />grant the Board would need to sign a grant application. He stated that the increase <br />in his budget was due to the 7.5 per cent salary inerease, two new vehialea and <br />the coat oP new uniforms for each deputy. Discussion ensued. No budget reoueat <br />was Piled with the clerk. Sheriff gaight advised the Board that the Law Officers <br />Retirement System did not permit the same percentage of salary reduction ae did the <br />State Retirement System whioh covers other County employees. He stated that the <br />County was authorized to pay up to Fifteen per oent'(15~) an a Retirement System, <br />but that he was requesting the County to pay the difference in the.peraentage that <br />exist battyeen the Law ~~sforcearent Retirement Plan sad the State Personnel'Retirement <br />Plan. Law nnPoraearent is five per cent (5~). State Personnel has been. as high as <br />b.5 per sent. He reeuested that the County pay fifteen per Gent (15~) into his <br />retirement for the aes~ four. (4) years. He reminded the Board that he had asked <br />them to consider thin matter last year, however, na action was taken, therefore, <br />he wsa again requesting that the Board grant him this consideration. <br />IIpon motion of Commissioner Henrq' S. Walker, aenonded by Cammiaaioner.Flora <br />Garrett, it was moved sad adopted, that Orange County sign the Law 7shPorcemeat <br />Administration Assistants Grant application for the Sheriff's department. <br />Chairman Walker recognized Betty June Hayes, Register of Deeds,.. The total <br />budget reeuest For the Register of Deeds Office amounted to $78,210. Mica Hayes <br />stated that the budget request iaoluded the 7.5 per vent salary increases Por per- <br />sonnel, the rifle in oast cf materials and aerviaes and that the $7,000 item far <br />office eauipmeat will be used to purchase a new plat reader printer, two new <br />typewriters and filing cabinets. She stated that the budget made preparation <br />for the aeedsrof repairing sad keeping up to date the records in her oPPiae. <br />(For copy of budget request see Commissioners Minute Docket Book 8 page <br />Miss Hayes stated that she Pound herself in a similar position sa Sheriff Knight <br />as it re],s.ted to her retirement, in that,_when the retirement system wsa insti- <br />tuted for all County employees aha misunderstood the fact that retroactive'' <br />service wsa counted and that she did not acme under the retirement system at <br />that time, however, when she learned the retirement system did recognize previous <br />years of aerviae she immediately enrolled in the retirement aysten. She advised <br />the Board that a recently enacted provision would allow her tc make payment for <br />the years she was not covered provided the Board agreed to allow her to pick up <br />these back years. The Boexd ouestianed the County Administrator about what could <br />be done in this matter. He stated that it would mean reviewing the old pay records <br />during this period of time in order to determine the percentage that would have to <br />be paid.
