He <br />innuired as to what cation the Board had taken on the reaueat of District <br />Health Board oonaerning the Resolution that would allow the District Health <br />Department to begin a fee agatem for some of the services rendered. Disausaion <br />ensued. The following Resolution was presented: <br />"The Orange County Board of Commissioners exercising authority <br />as granted by state law authorizes the board oP health to adopt <br />rules and regulations referrable to "Fee for Service" that are not in <br />conflict with state lava and are voluntarily rendered and volun- <br />tarily received," <br />.Upon motion of Comsaisaioaer Henry Wa11Cer, 6eaonded by Commieaioner Flora <br />Garrett, it was moved, that said Resolution ba adopted. <br />There being no further business to come before the Board said meeting was <br />adjourned to areet.again on Thursday, June 13, 1974, at 8 o~clock P. Nararan Walker, Chairman <br />Betty June Hayes, Clerk <br />MINUTES OF THE ORANGE CDUNTY <br />B06RD DF COMMISSIONERS <br />June 13, 1974 <br />The Board of Commissioners of Orange County met on Thursday, Juae 13, <br />1974, at 8 p.ar. in the Comarisaionera Room at the Courthouse in Hillsborough, <br />North Carolina. <br />Members Present: Chairman C. Norman Walker, and Ooo-arisaionera Henry S, <br />Walker, Flora Garrett and Richard T. Whitted, <br />Members Absent: Commissioner Melvin Whitfield. <br />S. M. Gattis, County Administrator, and Betty June Hayes, Clerk to the <br />Board were also preaent. <br />Chairman Walker recognized Cecil Budd, Chairman of the Secondary Roads <br />Council, F, D.. Hornaday, Chairman oP the Seventh District, Secondary Roads <br />Council, and John Watkins, Division H:-gineer, all representatives of the <br />State Board of Transportation. Mr. Budd stated that he was preaent in response <br />to a letter that had been received concerning the Board~a wishes to appear <br />before the State Board Council and that it was the desire of the Board of <br />Transportation to disease any matters with the Board that they wished to review. <br />Commissioner Richard E. Whitted stated that the Board had approved the <br />1973-1974 Priority Road Schedule based upon the fact the SR #1330 be reviewed. <br />He stated that the Board did not consider SR #1330 as a aubdiviaion road due <br />to the fact that the road had been utilized by the Town of Hillsborough and <br />that the reaidenta were not responsible for the conditions that had been pressed <br />upon them. <br />Commissioner Flora Garrett stated that she reiterated the point made bq <br />Commissioner Richard Whitted, in that, SR #1330 should not be on the aubdiviaion <br />map. Mr. Budd replied that the Board of Transportation had a statewide policy <br />that if land had been plottefl and recorded then it wee considered a aubdiviaion, <br />however, the reaidenta oP the area could come into the system on a participation <br />basis of $2 per foot. He ianured if the Town of Hillsborough oould participate <br />in the program as a unit. Disausaton ensued. <br />Chairman Walker advised the representatives that two members of the Board <br />desired to meet with the State Secondary Road Council. The Board wsa advised <br />` that the next Secondary Road Counail.meetirig was scheduled for Wedneadaq, June <br />26,.1974, at 10:30 A. M. ~,t the Highway Building in Raleigh, North Carolina, <br />however, the agenda was 'already filled, but if a space could be secured on the <br />agenda then the Board would be notified, Mr. Budd stated that theq would inspect <br />SR #1330 prior to-their leaving Hillsborough and that he would promise more <br />maintenance for the road. <br />
